RELATING TO EMERGENCY MEDICAL SERVICES. Repeals the Emergency Medical Services Special Fund and deposits moneys from the fund's revenue sources into the general fund, and appropriates an equivalent amount of general funds for the Department of Health.

RELATING TO HEALTH. Appropriates funds for the purchase and operational costs of one ambulance unit for the Honolulu Emergency Medical Services division of the City and County of Honolulu Department of Emergency Services for use in Ewa Beach. Appropriates additional funds for rent and other associated costs for an emergency medical services station in Ewa Beach.

RELATING TO EMERGENCY MEDICAL SERVICES. Transfers the regulation of ambulance services from the DOH to the counties. Allocates a portion of the transient accommodations tax to the counties for ambulance regulation and operation. Effective 7/1/2017.

RELATING TO PARKING FOR DISABLED PERSONS. Limits the exemption from payment of parking meter fees to vehicles that display a distinguishing parking permit or decal issued to an applicant who presents a certificate of disability that verifies that the applicant is licensed to drive a motor vehicle and cannot reach or operate a parking meter because of a physical disability.

RELATING TO PARKING FOR DISABLED PERSONS. Clarifies the authority of law enforcement officers or commissioned volunteer enforcement officers to confiscate disability parking permits that are used unlawfully.

RELATING TO TIER II FILING FEES FOR REPORTING OF HAZARDOUS SUBSTANCES. Changes the Hawaii Emergency Planning and Community Right-To-Know Act, Tier II filing fee from $100 to $200 to provide needed preparedness resources to Local Area Planning Committees.

RELATING TO MEDICAL COVERAGE FOR FIREFIGHTERS. Improves access for firefighters to comprehensive medical coverage and service-connected disability retirement benefits for hazardous duty related diseases that are presumed to arise out of and in the course of employment.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Authorizes the Hawaii health systems corporation to enter into a contract for the privatization of food services at Hawaii health systems corporation facilities.
