RELATING TO COLLECTIVE BARGAINING. Establishes a collective bargaining unit for full-time graduate student assistants employed by the University of Hawaii. Delays formation of the graduate student assistant collective bargaining unit until 7/1/2018.

RELATING TO UNIVERSITY OF HAWAII RESEARCH. Establishes the Innovation and Commercialization Initiative Program to expressly give the University of Hawaii the legal authority to create, promote, and participate in new economic enterprises and expand workforce opportunities based on inventions and discoveries generated by or at the University.

RELATING TO THE UNIVERSITY OF HAWAII. Reinstates the president of the university as the chief procurement officer for contracts for construction and construction related professional services furnished by licensees under chapter 464, Hawaii Revised Statutes.

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII. Makes certain sections of the State Code of Ethics inapplicable to technology transfer activities sponsored by University of Hawaii if the activities comply with the regulatory framework and research compliance program approved by the Board of Regents. Requires the Board of Regents to submit written status reports.

RELATING TO UNIVERSITY OF HAWAII RULEMAKING. Substitutes the rulemaking requirements of Chapter 91, HRS, for the adoption of certain University of Hawaii policies with the open public meeting requirements of chapter 92, HRS.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates general funds for 6.0 FTE positions for the UH Pamantasan Council to promote access and diversity, including for programs and policies related to Philippine courses and Filipino students.

RELATING TO THE UNIVERSITY OF HAWAII. Requires the Board of Regents of the University of Hawaii to develop procedures for the full utilization of university facilities. Requires the administration of the different UH campuses to collect and report data relating to facilities utilization. Prohibits the UH Board of Regents from approving the construction of a new university building until a public hearing is held to discuss facility utilization and cost.
