RELATING TO THE UNIVERSITY OF HAWAII.

Requires the UH system to develop a 5- and 10-year campus master plan that includes academic and facilities plans.  Establishes goals that the campus master plan should strive to achieve, and considerations to be integrated into the plan.

RELATING TO EDUCATION.

Adds as a purpose of the University of Hawaii community college system the provision of occupational training and certification programs designed to rapidly qualify persons to fill new and hard-to-fill position classes in the State, counties, and private sector that require technical skills.  Appropriates funds for the programs.

RELATING TO STUDENT MEALS.

Prohibits denying a student a meal for failure to pay within:  (1)  The first 21 days of the first semester of a school year while the student's application for free or reduced lunch is being processed; or (2)  7 days after the student's meal fund account balance is zero or negative.  Authorizes the Department of Education to adopt rules or policies for the collection of funds for negative student meal balances.  Requires a report to the legislature.

RELATING TO COMMUNITY DEVELOPMENT.

Requires the Hawaii Community Development Authority to develop a transit-oriented development zone improvement program to foster community development by strategically investing in public facilities.  Appropriates funds.

Increases the Hula Mae Multifamily Revenue Bond authorization amount.  Requires the Hawaii Housing Finance and Development Corporation to submit annual reports to the Legislature describing the activity of the revenue bond.

Expands the Downpayment Loan Program to assist low- and moderate-income households by providing greater assistance to eligible borrowers to become first-time homebuyers.

RELATING TO AN AIRPORT CORPORATION.

Authorizes the establishment of the Hawaii Airport Corporation within the Department of Transportation for administrative purposes on July 1, 2018.  Sets out appointment of members to the board of directors and powers and duties of the Hawaii Airport Corporation.  Transfers the aeronautics functions of the Department of Transportation to the Hawaii Airport Authority.

RELATING TO INVASIVE SPECIES PROGRAM ADMINISTRATION.

Restructures the Hawaii Invasive Species Council as the Hawaii Invasive Species Authority, administratively attached to the Department of Agriculture, to coordinate implementation of the Hawaii Interagency Biosecurity Plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs.  Appropriates funds to implement the authority and relevant interagency invasive species projects.

RELATING TO AGRICULTURE.

Makes housekeeping amendment to the Livestock Revitalization Program.  Appropriates funds to the Department of Agriculture for the feed developer grant program and reimbursements to qualified producers for feed costs.  Authorizes GO bonds for the planning, designing, and purchasing of a livestock feed mill.

RELATING TO AGRICULTURE.

Amends the Industrial Hemp Pilot Program by establishing a special fund administered by the Department of Agriculture.  Restricts cultivation of industrial hemp under the pilot project to agricultural lands and requires counties to recognize it as an agricultural product, use, or activity.  Amends license application and physical facility requirements.

RELATING TO TIER II FILING FEES FOR REPORTING OF HAZARDOUS SUBSTANCES.

Changes the Hawaii Emergency Planning and Community Right-To-Know Act, Tier II filing fee from $100 to $200 to provide needed preparedness resources to Local Area Planning Committees.

RELATING TO HEALTH INSURANCE.

Requires a health carrier with a network plan to maintain a network that includes sufficient numbers of appropriate types of providers to ensure that covered persons have access to covered services. Specifies contract, disclosure, continuity of care, and directory publication requirements.

Status

RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE.

Removes discriminatory requirements for mandatory insurance coverage of in vitro fertilization procedures to create parity of coverage for same-sex couples, unmarried women, and male-female couples for whom male infertility is the relevant factor.
