RELATING TO AWARDED FEDERAL EMERGENCY MANAGEMENT AGENCY HAZARD MITIGATION GRANT. Appropriates $75,000 to the Department of Accounting and General Services to update statewide standards for hurricane mitigation and secure a reimbursement grant from the Federal Emergency Management Agency Hazard Mitigation Grant Program.

RELATING TO HIGHWAYS. Requires the Department of Transportation to develop plans for the construction of secondary access roads for the Waianae district of leeward Oahu. Appropriates funds.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO HONOKAA LAND COMPANY, LLC. Authorizes the issuance of special purpose revenue bonds to provide financing to assist the Honokaa Land Company, LLC, with acquiring, developing, and renovating agricultural facilities and structures.

RELATING TO LOCAL FOOD PRODUCTION. Adds increasing the production of food intended for human consumption that is produced and sold in the State to the list of acts that the Department of Agriculture must undertake as part of its statutorily-established responsibility of administering a program of agricultural planning and development. RELATING TO BIOSECURITY. Requires the DOA to establish parameters and construction requirements for biosecurity facilities that provide for and ensure the safety of agricultural and food commodities. Makes appropriations for the biosecurity program, including projects for import replacements of high risk crops.

RELATING TO A TAX CREDIT FOR INTERISLAND TRANSPORTATION OF AGRICULTURAL PRODUCTS GROWN OR PROCESSED IN STATE ENTERPRISE ZONES. Authorizes a tax credit equal to 20% of qualifying business costs for the transportation of agricultural commodities between islands within the State of Hawaii.

RELATING TO PESTICIDES. Increases the pesticide licensing fee and requires annual renewal of the license. Amends authorized uses for moneys in the pesticide use revolving fund. Requires memorandum of understanding between the department of agriculture and the University of Hawaii college of tropical agriculture and human resources regarding the expenditure of funds from the pesticide use revolving fund and a report to the legislature. Establishes an environmental toxicologist position within the department of agriculture and a pesticide extension specialist, through a contract with the department of agriculture, within the University of Hawaii college of tropical agriculture and human resources. Appropriates funds out of the pesticide use revolving fund for specific purposes.

RELATING TO BEACH MONITORING. Appropriates funds for the two-year extension of the Post-Bypass Beach Monitoring Program of the Kikiaola Small Boat Harbor Sand Bypass Operation at Waimea, Kauai.

MAKING AN APPROPRIATION FOR A FEASIBILITY STUDY AND PLANS FOR A SWIM AREA IN POHOIKI. Appropriates funds to the Department of Land and Natural Resources to conduct a feasibility study to determine the best means to provide a Pohoiki swimming area and develop plans, in cooperation with the United States Army Corps of Engineers, County of Hawaii, and any stakeholders, for a safe swim area.

RELATING TO WATER CONSERVATION. Establishes a two-year water conservation financial assistance pilot program to provide financial assistance to county-owned public water systems.

RELATING TO HISTORIC PRESERVATION. Appropriates funds for 5 full-time equivalent (5.00 FTE) temporary student intern II positions within the state historic preservation division.

RELATING TO CEMETERIES. Requires DCCA in consultation with Comptroller to develop strategies for repair and maintenance of Sunset Memorial Park in Pearl City, Oahu. Authorizes DCCA to access the Sunset Memorial Trust Fund. Limits liability for persons maintaining or repairing cemetery grounds. Requires report to Legislature.

RELATING TO PUBLIC LANDS. Authorizes the board of land and natural resources to extend commercial, hotel, resort, and industrial leases in the Banyan Drive and Kanoelehua industrial area of Hilo, Hawaii, when the lessee makes qualifying substantial improvements to the leased land.

RELATING TO PUBLIC LANDS. Establishes procedures for designating public land redevelopment districts, planning committees, district redevelopment plans, and designated redevelopment district revolving funds. Establishes powers and duties of planning committees. Modifies public land lease restrictions. Appropriates funds.
