RELATING TO CORRECTIONAL FACILITIES. Requires the Department of Public Safety to solicit proposals for a new correctional facility at Waiawa Correctional Facility. Requires new facility to be operated by public employees. Suspends the current EIS process for potential sites for the proposed Oahu Community Correctional Center.

RELATING TO PUBLIC SAFETY. Appropriates funds for a full-time agricultural management position and equipment for the Kulani correctional facility agriculture operation and a full-time agricultural management position for the Waiawa correctional facility agriculture operation.

RELATING TO WATER. Requires the Hawaii Emergency Management Agency to develop a post-disaster fresh drinking water security plan. Makes an appropriation. Requires a report to the legislature prior to the regular session of 2018.

RELATING TO THE DEPARTMENT OF TRANSPORTATION, AIRPORTS DIVISION, PROJECT ADJUSTMENT FUND. Adds to the General Appropriations Act of 2015 a budget proviso to permit the utilization of the Department of Transportation, Airports Division, Project Adjustment Fund.

RELATING TO CROSSWALKS. Requires the Department of Transportation to establish a Community Crosswalks Pilot Program to design and implement specially painted crosswalk in neighborhoods. Appropriates funds for the pilot program. Creates a Community Crosswalks Pilot Program Special Fund.

RELATING TO HIGHWAYS. Directs the head of each state department or agency to convey title of all disputed highways situated within a county with a population of 500,000 or more to the respective county. Requires each county with a population of 500,000 or more to take ownership and jurisdiction over all roads over which there is a dispute over ownership between the State or any of its political subdivisions and a private party.

RELATING TO MOTOR VEHICLE RENTAL INDUSTRY. Allows lessors of rental motor vehicles to pass on to lessees a government assessed fee. Defines government assessed vehicle fee and vehicle license recovery fee. Requires a report by the Department of Business, Economic Development, and Tourism. Sunsets on June 30, 2018.

RELATING TO AN AIRPORT CORPORATION. Establishes the Hawaii Airport Corporation within the Department of Transportation for administrative purposes, to be operational on July 1, 2018. Sets out appointment of members to the board of directors and powers and duties of the Hawaii Airport Corporation. Transfers the aeronautics functions of DOT to the Hawaii Airport Corporation.

RELATING TO FILIPINO VETERANS. Authorizes the State Foundation on Culture and the Arts to commission an artist to design and build a monument to honor and commemorate Filipino veterans of World War II, with all costs to be expended from the Works of Art Special Fund.

RELATING TO THE WORLD WAR I CENTENNIAL COMMEMORATION. Appropriates moneys for the commemoration of the centennial anniversary of World War I.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes appropriations for claims against the State, its officers, and its employees.

RELATING TO CRIMINAL HISTORY RECORD CHECKS. Adds the Child Support Enforcement Agency and the Departments of Taxation, Human Services, and Labor and Industrial Relations to the list of agencies that are authorized to conduct criminal history record checks on employees, prospective employees, and contractors that have access to federal tax information.

RELATING TO INCOME WITHHOLDING FOR CHILD SUPPORT. Imposes a fine against any employer who fails to comply with income withholding requirements applicable to child and spousal support, or discharges, refuses to employ, or takes disciplinary action against a person because the person is subject to income withholding requirements.

RELATING TO THE COMMUNITY COURT OUTREACH PROJECT. Establishes a community court outreach project in the City and County of Honolulu, subject to the availability of funds and memoranda of agreements from the Judiciary, Prosecuting Attorney, and the Public Defender. Appropriates funds.

RELATING TO AN OFFICE OF ADMINISTRATIVE HEARINGS. Requires the Legislative Reference Bureau to study the feasibility and cost effect of establishing an Office of Administrative Hearings that conducts administrative hearings for the State's executive branch agencies. A report of findings and recommendations, including proposed legislation shall be presented to the Legislature prior to the Regular Session of 2018.

RELATING TO PUBLIC RECORDS. Provides that upon request from a public agency, OIP may under certain conditions declare a person a vexatious records requester and restrict the person's rights under the Uniform Information Practices Act. Establishes processes to appeal the declaration of a person as a vexatious records requester. Repeals on June 30, 2020.

RELATING TO ELECTIONS. Enacts voting by mail uniformly across all counties for all elections commencing in 2020. Repeals and amends provisions relating to polling places, including absentee polling places. Establishes voter service centers to accommodate personal delivery of ballots. Appropriates funds.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
