RELATING TO ENERGY. Authorizes the issuance of special facility revenue bonds pursuant to part III of chapter 206M, HRS, and appropriates funds to the Hawaii High Technology Development Corporation for the purpose of constructing an electrolysis hydrogen production, storage, and dispensing facility to be managed by the Hawaii center for advanced transportation technologies. Effective 7/1/2038.

RELATING TO ECONOMIC DEVELOPMENT. Creates an Advisory Council for Global Economic Competitiveness to be attached to DBEDT. Directs the council to recommend policy additions and changes to attract more foreign direct investment and increase state exports abroad. Appropriates funds.

Establishes a Kapolei jobs initiative pilot program that offers incentives to increase the number of businesses willing to establish themselves or open a new location in the Kapolei region. Establishes a tax credit, until 12/31/2024, as part of the Kapolei jobs initiative pilot program.

RELATING TO NEW MARKET TAX CREDITS. Expands methods for the delivery of funding to a project by providing loans to capitalize a qualified community development entity and provide guarantees or other credit enhancements to facilitate private lender participation in new markets tax credit financing. Increases total maximum funding amounts.

RELATING TO THE HILO COMMUNITY ECONOMIC DISTRICT. Establishes the Hilo Community Economic Development District located in East Hawaii under the Hawaii Community Development Authority. Establishes the Hilo Community Economic Revolving Fund for all revenue, income, and receipts of the district, except a portion transferred to the Special Land and Development Fund. Appropriates funds.

RELATING TO THE UNIVERSITY OF HAWAII. Reinstates the President of the University of Hawaii as the chief procurement officer for contracts for construction and construction related professional services furnished by licensees under chapter 464, Hawaii Revised Statutes.

Establishes the Innovation and Commercialization Initiative Program to expressly give the University of Hawaii the legal authority to create, promote, and participate in new economic enterprises and expand workforce opportunities based on inventions and discoveries generated by or at the University.

RELATING TO PHYSICIAN WORKFORCE ASSESSMENT. Allows the John A. Burns School of Medicine to continue to receive a portion of the physician workforce assessment fee for ongoing physician workforce assessment and planning to support the recruitment and retention of physicians in the State, particularly those in rural and medically underserved areas.

RELATING TO AGRICULTURE. Makes an appropriation for equipment for the Hawaii Community College's agriculture program. Makes an appropriation for a farm coordinator for the College's instructional activities at the University of Hawaii at Hilo's agricultural farm.

RELATING TO AGRICULTURAL FOOD PRODUCTION. Appropriates funds for the University of Hawaii, West Oahu, to expand its existing programs and develop new means to increase food security and self-sufficiency in the State.

RELATING TO ENERGY AT THE UNIVERSITY OF HAWAII. Establishes the University of Hawaii Green Special Fund to fund energy conservation measures to reduce the University's energy consumption and costs. Requires UH to submit an annual report to the Legislature.
