RELATING TO PUBLIC UTILITIES. Prohibits electric utilities from installing power connections or transferring accounts or services without owner or occupant consent.

RELATING TO ENERGY TRAINING. Requires DBEDT to establish an optional energy training course for state and county employees responsible for permitting, inspecting, licensing, and approving construction projects that contain renewable energy systems and related technology.

RELATING TO ENERGY RATES. Requires the public utilities commission to establish a tiered rate structure for customers of electric utilities. Requires the commission to establish discounted rates for low-income customers of electric utilities. Directs the public benefits fee to be appropriately tiered. Allows the fee to be used to benefit energy efficiency advancement for low- and middle-income ratepayers and for emergency energy workforce retraining and transition programs.

RELATING TO THE PUBLIC UTILITIES COMMISSION. Authorizes the PUC to establish preferential electricity rates for communities that serve as geographic hosts for renewable energy projects.

RELATING TO PUBLIC UTILITIES. Authorizes the PUC, during its ratemaking procedures, to set a utility's fair return at not more than 5%.

RELATING TO ENERGY. Requires the PUC to establish performance incentive mechanisms that directly tie electric utility revenues to the utility's achievement on performance metrics. Allows the PUC to delay implementation until no later than January 1, 2020.

RELATING TO ENERGY PLANNING. Requires the Public Utilities Commission, when considering certain types of grid modernization plans, to direct an independent third party to establish an initial grid modernization plan. Requires the Commission to allow public comments subject to further plan modification by the Commission.

RELATING TO THE PUBLIC UTILITIES COMMISSION. Establishes "substantial net benefit" as the public utilities commission's standard for a transfer or assignment of an electric utility and specifies certain guidelines to address when examining whether a substantial net benefit exists.

RELATING TO THE PUBLIC UTILITIES COMMISSION. Establishes an intervenor compensation program to provide compensation to intervenors who make a substantial contribution to a Public Utilities Commission proceeding that produces a positive result or savings for consumers. Appropriates funds.

RELATING TO ENERGY. Establishes a goal to reduce and ultimately eliminate the use of fossil fuels for ground transportation by 2045. Creates a working group to create metrics, identify a plan, and develop recommendations to achieve 100% renewable ground transportation statewide by 2045.

RELATING TO BIOMASS ENERGY. Specifies conditions under which electric utilities shall purchase power from biomass facilities.

RELATING TO TIRE DISPOSAL. Requires motor vehicle tire retailers to collect a refundable tire disposal deposit for each tire sold.

RELATING TO THE ENVIRONMENT. Requires lessors of rental motor vehicles to include an option to the lessee in the motor vehicle agreement to contribute a sum to DLNR for the preservation and protection of the environment, commencing on 7/1/2019. Repeals on 7/1/2022.

RELATING TO PESTICIDE USE. Prohibits the use of any pesticide unless the user is certified by DOA. Requires DOA to include an educational component to the pesticide use certification process. Requires DOA to adopt rules to carry out the purposes of chapter 149A, HRS. Effective 1/1/18.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
