RELATING TO STUDENT MEALS.

Prohibits denying a student a meal for the first:  (1) 30 days of the first semester of a school year while the student's application for free or reduced lunch is being processed; or (2) week that the student's meal fund balance is zero or negative.  Authorizes the Department of Education to adopt rules or policies on the collection of funds for negative student meal balances.  Requires a report to the legislature.  (SD1)

RELATING TO EDUCATION.

Requires the board of education to establish a process whereby the public may petition the board to add items to the agenda of the next meeting.

Makes an appropriation for the concussion monitoring and educational program for school athletics, concussion and awareness program for youth athletic activities, and administration of a concussion and awareness program for youth athletics.  (SB720 HD1)

RELATING TO SCHOOL-BASED HEALTH SERVICES.

Formally establishes the Hawaii Keiki: Healthy and Ready to Learn program and special fund within the Department of Education.  Appropriates funds for the program, for a vision screening tool, and to establish school health service coordinator positions in DOH and DHS.  (SB510 HD1)

Status

RELATING TO SCHOOL IMPACT FEES.

Exempts the following from school impact fee requirements:  housing developments reserved for persons or families with incomes up to 80 percent of the area median income located in a county having a population greater than 500,000; state or federal public housing projects; state low-income housing projects; housing projects certified or approved for a general excise tax exemption under section 201H-36, Hawaii Revised Statutes (HRS); and government housing projects and projects processed pursuant to sections 46-15.1 and 201H-38, HRS.  (SB1146 HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
