RELATING TO DENTISTRY.

Requires dentists who administer general anesthesia, deep sedation, or moderate (conscious) sedation to post notice of contact information for verification of the dentist's licensure, and authorization and permit, to administer anesthesia and sedation.  Requires inspection of a dentist's facilities, equipment, and personnel as a condition to obtain a written authorization or permit to administer anesthesia or sedation.  (HB561 HD2)

Establishes an Appraisal Management Company Registration Program within the Department of Commerce and Consumer Affairs to conform to minimum standards of the Appraisal Management Companies Final Rule and Dodd-Frank Wall Street Reform and Consumer Protection Act.  Establishes registration requirements, standards, and penalties for violations.  (HB50 HD3)

RELATING TO NONPROFIT CORPORATIONS.

Amends the nonprofit corporations law to impose a duty of loyalty on directors and officers of nonprofit corporations, recodify provisions that would allow nonprofit corporations to convert into and out of domestic nonprofit corporations, and give the Attorney General additional time to review proposed dissolutions of nonprofits.  (HB1027 HD1)

Permits charter tour operators to maintain client trust accounts in a federally insured financial institution outside the State; provided that charter tour operators agree to allow the Department of Commerce and Consumer Affairs to access the tour operator's financial records through the financial institution. RELATING TO ENHANCED 911 SERVICES.

Establishes a prepaid wireless E911 surcharge at the point of sale.  Allows sellers to deduct and retain for administrative purposes 1.5% of the surcharge that is collected.  Requires deposit of surcharge balance in the enhanced 911 fund.  Requires a report.  Sunsets on June 30, 2022.  (HB206 HD2)

RELATING TO CITATIONS FOR BEAUTY CULTURE VIOLATIONS.

Authorizes the issuance of a citation for specific violations of beauty culture laws by licensees and permittees.  Sets forth a process for licensees and permittees to contest the citation and provides for the assessment of fines for each violation.  Establishes requirements for persons selling or demonstrating beauty products or techniques for promotional purposes to adhere to licensing requirements with certain exceptions.  (HB1081 HD2)

RELATING TO INTIMATE PARTNER VIOLENCE.

Requires licensees under the Board of Barbering and Cosmetology to complete a one-time awareness education program on intimate partner violence awareness and education.  Requires the Department of Commerce and Consumer Affairs to adopt materials by the selected nonprofit intimate partner violence awareness education program.  Provides that assaulting or threatening to cause bodily injury to a barber or beauty operator is a misdemeanor.  (HB680 HD2)

RELATING TO DENTAL HYGIENISTS.

Permits licensed dental hygienists in the State to operate under general, rather than direct, supervision of a licensed dentist in specified circumstances that protect patient health and safety. (HB563 HD1)

RELATING TO HEALTH.

Increases the authorized benefit for acupuncture treatments allowed under personal injury protection benefits provided through motor vehicle insurance.  Caps total benefit amount for acupuncture, chiropractic, and naturopathic treatments.  (HB235 HD1)

RELATING TO HEALTH INSURANCE.

Ensures that benefits of the Affordable Care Act are preserved under State law in the case of repeal of the ACA by Congress.  Preserves the individual mandate, minimum essential benefit requirements, extended dependent coverage, and prohibitions on preexisting condition exclusions and gender discrimination in premiums and costs.  Establishes a trust fund and procedures to reimburse insurers for unrecouped costs of providing minimal essential insurance benefits.  (HB552 HD1)
