RELATING TO DENTAL LICENSURE. Expands the required qualifications that applicants may fulfill as part of the requirements for dental licensure to include passage of other examinations substantively similar to ADEX and dental licensure in another state, along with other qualifications.

RELATING TO DENTAL ASSISTANTS. Clarifies the allowable and prohibited practices requirements for dental assistants. Prohibits the ordering of a person without a dental hygienist license to perform services or procedures within the scope of practice of dental hygiene.

RELATING TO THE BOARD OF DENTISTRY AND DENTAL HYGIENE. Changes the name of the Board of Dental Examiners to the Board of Dentistry and Dental Hygiene (Board). Beginning on 7/1/2018, changes the Board composition by increasing dental hygienist representation and ensuring Oahu and neighbor island representation among dental hygienist members. Allows neighbor island Board members to attend meetings via teleconference. Requires the Board to develop conflict of interest policies for Board member participation with dental examination companies and to submit a report to the Legislature prior to the 2018 Regular Session on the status of the policy.

RELATING TO DENTAL HYGIENISTS. Permits licensed dental hygienists in the State to operate under general, rather than direct, supervision of a licensed dentist.

RELATING TO DENTAL ASSISTANTS. Clarifies the allowable and prohibited practices and training requirements for dental assistants.

RELATING TO BEHAVIOR ANALYSIS SERVICES. Expands treatment capacity of behavior analysis services by allowing individuals with certain certification and under supervision conditions to implement behavior analysis services.

RELATING TO SECURITY GUARDS. Requires applicants for licensure as a guard to meet specified registration, instruction, and training requirements within sixty days of employment. Specifies that a renewal of guard registration shall be no sooner than two years from an applicant's completion of initial registration.

RELATING TO CONTRACEPTIVE SUPPLIES. Authorizes pharmacists to prescribe and dispense self-administered hormonal contraceptive supplies to patients, regardless of a previous prescription from an authorized prescriber. Specifies requirements pharmacists must meet prior to prescribing and dispensing contraceptive supplies.

RELATING TO HEALTH. Authorizes pharmacists to prescribe and administer the human papillomavirus vaccine to persons between eleven and seventeen years of age. Specifies requirements pharmacists must meet prior to administering the human papillomavirus vaccine.

RELATING TO SPECIALTY CONTRACTORS. Requires the Contractors License Board to adopt rules to define "incidental and supplemental to the performance of work" to clarify the percentage of a craft or trade in which a specialty contractor may engage without a license while performing work in a craft and trade for which contractor is licensed.

RELATING TO LICENSING. Requires an investigator to issue a citation to any person acting in the capacity of or engaging in the business of a contractor within the State without having a required license.

RELATING TO CONTRACTORS. Amends definition of RME as used in the contractors law to clarify responsibilities.

RELATING TO THE CONTRACTORS LICENSE BOARD. Alters the makeup of the contractors license board to include fifteen members, eight of which to have been engaged in contracting in the State for at least five years and seven of which shall be members of the public who are not licensed contractors.

RELATING TO CONTRACTORS. Requires any person applying for a license as an electrical contractor, pole and line contractor, high voltage electrical contractor, or electronic systems contractor to possess a trade license or an electrical engineering degree from an accredited college to perform electrical work in the State. Exempts employees of a public utility.
