RELATING TO INFRASTRUCTURE.

Establishes a collocation permitting, application, review and approval process for telecommunications companies proposing to install broadband infrastructure on state- or county-owned structures, utility poles, light standards, or buildings.  Establishes the siting process.  Takes effect on 5/22/2050.  (SD1)

Amends the time frame for the review, update, and adoption of the Uniform Plumbing Code as it relates to the Hawaii State Building Codes.  Appropriates funds for the State Building Code Council.  (SD1)

RELATING TO SCHOOL-BASED HEALTH SERVICES.

Formally establishes the Hawaii Keiki:  Healthy and Ready to Learn Program within the Department of Education.  Establishes a dedicated special fund and positions within the Departments of Education, Health, and Human Services to support the program.  Makes appropriations.  Effective 7/1/2090.  (SD1)

RELATING TO CHILD CARE PROVIDERS.

Requires all child care providers subject to regulation by the Department of Human Services to obtain and maintain liability insurance as a condition of licensure, temporary permission, or registration and disclose insurance-related information to certain parents or guardians.  Effective upon approval but stipulates enforcement shall not occur until January 1, 2019.  (SD1)

RELATING TO ENERGY MODERNIZATION AT THE UNIVERSITY OF HAWAII SYSTEM.

Requires UH to develop a microgrid plan for one demonstration project at any property owned, leased, or controlled by UH.  Authorizes UH to select the location for the project.  Requires UH to report to the legislature.  Effective 7/1/2050.  (SD1)

RELATING TO THE HAWAII HURRICANE RELIEF FUND COMPREHENSIVE LOSS REDUCTION PLAN.

Clarifies that the comprehensive loss reduction plan of the HHRF shall include implementing building code requirements for hurricane standards in accordance with state building code and design standards.  Takes effect on 7/1/2050.  (SD1)

RELATING TO TAXATION.

Allows transient accommodations brokers to register as a tax collection agent on behalf of all of its operators and plan managers.  Requires registered transient accommodations broker tax collection agent's operators and plan managers to obtain a GET license and TAT registration.  Requires registered transient accommodations broker tax collection agents to file periodic and annual GET and TAT returns.  Requires that each periodic return be accompanied by an electronic cover sheet containing required information.  Requires all registered transient accommodations broker tax collection agents to inquire and ensure that the transient accommodation is in compliance with all pertinent state and county land use laws and remove advertisements for transient accommodations for which operators and plan managers failed to comply with land use or tax requirements.  Requires the operator or plan manager to provide verification of and a statement confirming compliance with state and county land use laws in the form of a written certification, verification, or permit issued by the appropriate county agency.  Allocates a per cent of GET and TAT taxes to the counties contingent upon establishment of a process to provide verification of compliance by an operator or plan manager with county land use laws.  Applies to taxable years beginning after December 31, 2017.  Effective date 5/22/2050.  (SD1)
