RELATING TO AIR AMBULANCE SERVICES. Requires health care facilities to first request transport services from an air ambulance that is contracted with the patient's health carrier when transferring a patient to another health care facility via air ambulance. Requires notification if a non-contracted air ambulance service is utilized. Establishes a procedure for dispute resolutions.

RELATING TO AMERICAN SIGN LANGUAGE INTERPRETER REFERRAL AGENCIES. Regulates Interpreter Referral Agencies by requiring registration with the State of Hawaii. Includes sections about agency responsibilities, consumer rights, protections for those harmed by using an interpreter referral agency to obtain an interpreter.

MAKING AN APPROPRIATION FOR COLLECTIVE BARGAINING COST ITEMS RELATED TO THE TRANSITION OF MAUI REGION HOSPITALS. Makes an appropriation to department of budget and finance for collective bargaining cost items related to the transition of the operation of Maui regional hospitals to Maui Health Systems, a Kaiser Hospital.

RELATING TO WORKERS' COMPENSATION. Requires, among other things, independent medical examinations and permanent impairment rating examinations for workers' compensation claims to be performed by physicians mutually agreed upon by employers and employees or appointed by the director of labor and industrial relations. Allows for the use of an out-of-state physician under certain conditions. Appropriates funds for positions to assist with workers' compensation claims. Effective January 1, 2018. Repeals on June 30, 2023.

RELATING TO REMOTE SALES OF CIGARETTES AND TOBACCO PRODUCTS. Prohibits the remote sale and distribution of cigarettes and tobacco products, including electronic smoking devices, to consumers except to licensed wholesalers or dealers and permit-holding retailers. Makes violation of the prohibition a class C felony subject to a maximum fine of $5,000.

RELATING TO CIVIL SERVICE EXEMPTION FOR THE MEDICAL MARIJUANA DISPENSARY PROGRAM. Extends exemption from civil service for medical marijuana dispensary program staff in the Department of Health hired after July 1, 2015, to June 30, 2020.

RELATING TO MARIJUANA DISPENSARY GENERAL EXCISE TAX REVENUES. Establishes the marijuana dispensary special fund and requires DOTAX to transfer into the fund each year for enforcement purposes 15 per cent of general excise tax revenues from medical marijuana dispensaries.
