Requires a research facility that intends to euthanize a dog or cat for any purpose other than scientific, medical, or educational research to make that animal available for adoption prior to euthanizing the animal if the animal is suitable for adoption.

Establishes the criminal offense of unlawful confinement or restraint of a dog to enhance related offenses under the cruelty to animals law and provide standards for the use of tethers and enclosures for dogs.

Authorizes a tax credit equal to 20% of qualifying business costs for the transportation of agricultural commodities between islands within the State of Hawaii.

RELATING TO BIOSECURITY.

Requires the DOA to establish parameters and construction requirements for biosecurity facilities that provide for and ensure the safety of agricultural and food commodities.  Makes appropriations for the biosecurity program, including projects for import replacements of high risk crops.

Permits incorporated societies for the protection of animals to petition for full custody of the subject animals prior to filing or final disposition of criminal charges against the owner of the animals.

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
