HOUSE RESOLUTION

 

 

Requesting INCREASED security measures at the state capitol.

 

 

 


     WHEREAS, the Hawaii State Capitol was built in the spirit of Aloha and reflects both the natural beauty and openness of the State, but has not incorporated any security measures such as identification checks or metal detectors into its design; and

 

     WHEREAS, a lack of adequate security measures at the Capitol puts both its employees and the public at risk; and

 

     WHEREAS, most State Capitols and Federal buildings require ID security and metal detector checks; and

 

     WHEREAS, it would be very easy to infiltrate the rotunda of the State Capitol with a vehicle armed with explosives that could drive straight into either the House or Senate Chamber, resulting in utter destruction; and

 

     WHEREAS, moving the large planter boxes, which are currently situated in front of the reflective pools, to sit next to the Father Damien statue in front of the entrance to the State Capitol would ultimately protect the rotunda and chambers from rogue vehicles, and would be a simple, low-cost solution with very high benefits; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, that the Department of Accounting and General Services and the Sheriff's Division at the Hawaii State Capitol are requested to adopt additional security measures that move large planter boxes in front of the entrances to the building in order to protect both the rotunda and chambers; and  

 

     BE IT FURTHER RESOLVED that a master plan for the security of the Hawaii State Capitol be created by the Offices of the House and Senate Sergeant at Arms; and

 

     BE IT FURTHER RESOLVED that the Hawaii State Capitol is requested to incorporate additional simple and sound security measures in order to protect the lives of the employees work at the State Capitol; and

 

     BE IT FURTHER RESOLVED, that certified copies of this Resolution be transmitted to the Governor of Hawaii, President of the Senate, Speaker of the House, the Administrator of the Department of Accounting and General Services – Central Services Division, the State Sheriff, and the Chief of Police of the Honolulu Police Department.
