TWENTY-NINTH LEGISLATURE, 2017

H.D. 1

STATE OF HAWAII

A BILL FOR AN ACT

RELATING TO LONG-TERM CARE.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature finds that the long-term care community living program is vital to sustain ongoing and successful self-directed programs, including the federal Veteran Directed Home and Community Based Services Program.  The long-term care community living program specialist position is exempt from civil service status and currently filled.  This position is necessary for the ongoing development and continued implementation of consumer directed supports.  This position provides home and community based supports for individuals at risk for nursing home placement and impoverishment due to probable spend-down for medicaid financial eligibility.  In addition, this position has expanded to include the Veteran Directed Home and Community Based Services Program.  Therefore, the legislature finds that the exempt long-term care community living program specialist position number 120259 should be converted to a permanent civil service position.

SECTION 2.  One full-time equivalent (1.00 FTE) long-term care community living program specialist position within the executive office on aging that is exempt from chapters 76 and 89, Hawaii Revised Statutes, shall be converted to a permanent civil service position subject to chapters 76 and 89, Hawaii Revised Statutes.

SECTION 3.  This Act shall take effect on July 1, 2075.
