RELATING TO ENERGY. Establishes a clean ground transportation benchmark framework to maximize consumer fuel savings, including a near term 2025 target encouraging electric vehicle infrastructure buildout supporting Hawaii’s goal for the reduction and ultimate elimination of the use of imported fuels for ground transportation. Directs the department of transportation to collaborate with the state energy office to develop recommendations to achieve those benchmarks. (HB1580 HD2)

RELATING TO CONCESSIONS. Removes the limitations on the types of airport concessions that are exempt from the public bidding requirements. (HB997 HD2)

RELATING TO TAXATION. Replaces the state vehicle weight tax with a tax based on the assessed value of a vehicle. (HB1587 HD1)

RELATING TO TAXATION. Exempts personal income tax income and general excise tax income in an amount up to an unspecified percentage of the costs of the construction and operation of projects entered into under a public-private partnership with the ERS to improve water infrastructure or water supply, or to promote clean energy. Authorizes ERS investments in such public-private partnerships.

RELATING TO CONTINUOUS ALCOHOL MONITORING FOR REPEAT OFFENDERS. Requires persons charged for operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant to be fitted with a continuous alcohol monitoring device if the person: (1) has a prior conviction for operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant within the past five years; or (2) is currently pending criminal investigation or prosecution for one or more prior charges of operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant.
