     Your Committee on Finance, to which was referred H.B. No. 83, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HOMELESSNESS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to allow the Department of Human Services to establish puuhonua safe zones where homeless persons may reside.

 

     The Democratic Party of Hawaii, Ho'omana Pono, LLC., and two individuals testified in support of this measure.  The Governor's Coordinator on Homelessness and Department of Human Services testified in opposition to this measure.  The Department of Land and Natural Resources commented on this measure.  

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 83, H.D. 1, and recommends that it pass Third Reading.
