Your Committee on Finance, to which was referred H.B.
No. 428, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO PHYSICIAN WORKFORCE
ASSESSMENT,"
begs leave to report as follows:
The purpose of this measure is to allow
the John A. Burns School of Medicine to continue to receive a portion of the
physician workforce assessment fee for ongoing physician workforce assessment
and planning to support the recruitment and retention of physicians in the
State, particularly those in rural and medically underserved areas.
The University of Hawaii; Hawaii State
Center for Nursing; Hawaii Government Employees Association, AFSCME Local 152,
AFL-CIO; East Hawaii Region of Hawaii Health Systems Corporation; The Queen's
Health Systems; Hawaii Pacific Health; Hawaii Academy of Family Physicians; International
Longshore and Warehouse Union, Local 142; and many individuals testified in
support of this measure. The Department of Labor and Industrial Relations,
Hawaii Medical Association, Hawaii Medical Board, and one individual commented
on this measure.
As affirmed by the record of votes of the members of
your Committee on Finance that is attached to this report, your Committee is in
accord with the intent and purpose of H.B. No. 428, H.D. 1, and recommends that
it pass Third Reading.
