AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR HAWAII RENEWABLE RESOURCES, LLC. Authorizes the issuance of special purpose revenue bonds to assist Hawaii Renewable Resources, LLC, with the development of a natural gas production facility on Maui that will establish and fund food crops, with renewable natural gas and electricity production and related facilities and projects on the island of Maui.

RELATING TO PRIVATE ROADS. Requires the counties to accept the surrender of a private road in cases where there has been an absence of any act of private ownership over the road for five years of the county has undertaken repair and maintenance. Exempts the State and counties from liability arising from use of the road for a period of two years following maintenance work. Deems a highway, road, alley, street, way, lane, bikeway, bridge, or trail that has been commonly used by residents of a particular area for emergency access purposes or for health and safety reasons to be publicly accessible for those reasons, without regard to actual ownership or responsibility for maintenance. Deems surrender to a county to occur when that county undertakes repair and maintenance pursuant to a repair and maintenance program. Effective 7/1/2050. (SD3)

RELATING TO EMPLOYMENT SECURITY. Clarifies Hawaii's employment security law for independent contractors. Includes twenty factors to be used as guidelines when determining whether an individual could be an independent contractor. Retains the ability of the department of labor and industrial relations to determine if an individual is an independent contractor. Requires the director of labor and industrial relations to report to the legislature prior to the regular session of 2017 regarding guidelines developed by the unemployment insurance coverage committee. Requires an annual report to the legislature regarding covered employment determinations. (SD1)

RELATING TO AGE OF CONSENT FOR ADOLESCENT MENTAL HEALTH SERVICES. Reduces barriers in accessing mental health care for adolescents by lowering the age of consent to receive treatment from 18 years old to 12 years old. Takes effect on 1/7/2059. (SD2)

RELATING TO FORENSIC MENTAL HEALTH PROCEDURES. Ensures the timely administration of mental health examinations; supports the process of expedient administration of justice; and clarifies the procedure for reevaluation of fitness to proceed after a finding of unfitness and attempts at restoration. RELATING TO PROCUREMENT. Provides that a bidding contractor shall provide the name of each joint contractor or subcontractor and the nature or scope of that entity's work no later than two hours after the closing of bidding. Authorizes procurement officers to consider a previously licensed and listed subcontractor's license as valid; provided that certain conditions are satisfied. (SD2)

Requires that health care providers who refer patients to facilities in which the provider has a financial interest disclose the financial incentives associated with the referral to patients, and establishes that failure to do so is an unfair or deceptive trade act or practice.
