RELATING TO TELEHEALTH. Requires the State's medicaid managed care and fee-for-service programs to cover services provided through telehealth. Specifies that any telehealth services provided shall be consistent with all federal and state privacy, security, and confidentiality laws. Specifies medical professional liability insurance policy requirements with regard to telehealth coverage. Clarifies that reimbursement for services provided through telehealth shall be equivalent to reimbursement for the same services provided via face-to-face contact between a health care provider and a patient. Requires written disclosure of coverages and benefits associated with telehealth services. Ensures telehealth encompasses store and forward technologies, remote monitoring, live consultation, and mobile health. Ensures telehealth is covered when originating in a patient's home and other non-medical environments. Clarifies requirements for physicians and out-of-state physicians to establish a physician-patient relationship via telehealth. Ensures reimbursement requirements for telehealth services apply to all health benefits plans under chapter 87A, Hawaii Revised Statutes. Makes other conforming amendments related to telehealth. Authorizes the court to require a person who violates certain laws pertaining to aquatic resources to complete an aquatic resources educational class administered by DLNR in lieu of or in addition to paying a monetary fine. RELATING TO THE SPECIAL ACTION TEAM FOR THE HAWAII STATE HOSPITAL. Establishes a temporary special action team for the Hawaii state hospital to address the capacity and census issues at the hospital and the development there of a new forensic facility ready for occupancy by June 30, 2019. Appropriates $50,000 in general funds for the team. (SD1)

Requires a holder of unclaimed property to provide a statement in its report to the director of finance that the holder has complied with certain requirements, including providing notice to the apparent owner. Requires a holder of unclaimed property valued at $50 or more to provide notice to the apparent owner via mail, electronic mail, or telephone no more than six months prior to the holder submitting the report to the director of finance. RELATING TO LICENSING. Authorizes the board of dental examiners, Hawaii medical board, and board of pharmacy to deny a license to an applicant who has been disciplined by another state or federal agency and the board of nursing to deny a license to an applicant who has been disciplined by another state agency. Authorizes the board of dental examiners, Hawaii medical board, board of nursing, and board of pharmacy to impose the same disciplinary action against a licensee as was taken by another state or federal agency. Establishes conditions for the disciplinary action. Prohibits a licensee from practicing until a final order of discipline is issued if the licensee has been prohibited from practicing in another state. Requires any final order of discipline taken to be public record. (SD1)

RELATING TO EMPLOYMENT SECURITY. Clarifies Hawaii's employment security law for independent contractors. Includes twenty factors to be used as guidelines when determining whether an individual could be an independent contractor. Retains the ability of the department of labor and industrial relations to determine if an individual is an independent contractor. Requires the director of labor and industrial relations to report to the legislature prior to the regular session of 2017 regarding guidelines developed by the unemployment insurance coverage committee. Requires an annual report to the legislature regarding covered employment determinations. (SD1)

RELATING TO ENFORCEMENT OF WAGE LAWS. Requires government contractors who violate wages and hours laws to pay a penalty that is equal to ten per cent of the amount of back wages due or $1,000 per offense, whichever is greater, for the first offense; and a penalty equal to the amount of back wages found due or $10,000 for each offense, whichever is greater, for the second offense. Effective January 7, 2059. (SD1)

RELATING TO THE HAWAII HURRICANE RELIEF FUND. Requires the interest earned on the balance of the Hawaii hurricane reserve trust fund to be retained in the trust fund.
