RELATING TO INCREASING THE PAYMENT AMOUNT FOR THE OFFICE OF HAWAIIAN AFFAIRS’ PRO RATA SHARE OF THE PUBLIC LAND TRUST.

Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the Office of Hawaiian Affairs twenty per cent of each receipt from the disposition.  Returns to the Office of Hawaiian Affairs certain moneys previously claimed as public land trust overpayments to the office.  Establishes a public land trust revenues negotiating committee.  (HB1655 HD1)

RELATING TO CONSERVATION DISTRICTS.

Establishes an automatic ninety day extension of the conservation district permit decision deadline beyond the time necessary to complete an environmental impact statement or contested case hearing.  (HB2036 HD1)

MAKING EMERGENCY APPROPRIATIONS FOR THE STATE TO COMPLY WITH THE AFFORDABLE CARE ACT.

Makes an emergency appropriation for fiscal year 2015-2016 for the Department of Labor and Industrial Relations and the Department of Human Services to cover short-term costs required to comply with the Affordable Care Act.

RELATING TO WORKERS' COMPENSATION.

Repeals HEMIC.  Establishes a public corporation attached to DLIR to provide workers' compensation insurance.  Requires employers to obtain worker's compensation insurance coverage only from the public corporation or be self-insured.  Requires DLIR to create a transition and implementation plan for the established public corporation.  (HB2715 HD1)

RELATING TO THE UNIVERSITY OF HAWAII.

Requires UH to train employees and students on sexual harassment policies, appoint a campus advocate at each campus for students to discuss incidents of sexual harassment, report sexual assault cases to the police, and conduct a campus climate survey.  Prohibits romantic relationships between, among others, a UH student and a UH faculty member.  (HB2772 HD1)
