RELATING TO THE PENAL CODE.

Redefines "sexual conduct" as that term is used in the offenses of promoting child abuse in the first, second, and third degrees.  Amends the definition of "sexual conduct" that applies to obscenity offenses to repeal references to homosexuality and lesbianism.  Effective 1/7/2059.  (SD1)

RELATING TO THE OFFENSE OF ABUSE OF FAMILY OR HOUSEHOLD MEMBERS.

Makes a person ineligible for a deferred acceptance of guilty plea or deferred acceptance of nolo contendere plea in cases where the person was originally charged with the offense of abuse of a family or household member and the charge is subsequently reduced to a lesser included offense.  Effective 1/7/2059.  (SD1)

RELATING TO RECYCLING.

Requires the Department of Health to assess the viability of the glass advance disposal fee program and report to the Legislature.  Requires the Department of Health to report to the Legislature on the Department's progress in adopting the recommendations contained in Auditor's Report No. 14-17 entitled A Study to Identify Local Alternatives to Shipping Non-Deposit Glass Out of the State of Hawaii.  (HB2251 HD1)

RELATING TO SOLAR ENERGY FACILITIES.

Allows a county that meets certain conditions to require solar energy facilities in farm dwellings in agricultural districts with a capacity of more than twenty-five kilowatts to obtain a special permit.  (HB2636 HD1)
