RELATING TO EDUCATION. Requires BOE to annually re-establish statewide performance standards, and the means to assess the standards, based upon multiple forms of assessment.

RELATING TO MOTOR VEHICLE INSURANCE. Allows proof of motor vehicle insurance to be displayed in electronic format on a mobile electronic device.

RELATING TO CESSPOOLS. Authorizes that department of health to establish a cesspool upgrade, conversion, or connection rebate program. Disallows the tax credit for cesspool upgrade, conversion, or connection for taxpayers whose adjusted gross income exceeds certain amounts. Applies tax credit to all cesspools, regardless of location. Provides that cesspools found to be illegal, as a result of an inspection conducted due to a person applying for a rebate or taxpayer claiming a credit, shall not be subject to penalty.

RELATING TO INDUSTRIAL HEMP. Authorizes the board of agriculture to allow persons to research, grow, and sell industrial hemp. Requires licensure of persons to purchase unprocessed, harvested industrial hemp. Makes an appropriation.

RELATING TO WIRELESS TELECOMMUNICATIONS SERVICE. Requires a wireless telecommunications service provider, upon request by a domestic abuse victim, to: (1) transfer billing authority and all rights to a wireless telephone number to the victim; or (2) remove or release the victim from a shared wireless plan and assign the victim a substitute telephone number without charge, penalty, or fee. Provides that there is no cause of action against a wireless telecommunications service provider, its officers, employees, or agents for transferring billing authority and all rights to a wireless telephone number to a domestic abuse victim.
