Appropriates funds to restore staff and long-term care services at Leahi and Maluhia hospitals within the Hawaii health systems corporation.

RELATING TO DEVELOPMENTAL DISABILITIES.

Amends the definition of "developmental disabilities" in section 333F-1, Hawaii Revised Statutes, to include children from birth to age 9 who have substantial developmental delay or specific congenital or acquired condition and without services and supports, has a high probability of meeting criteria for developmental disabilities later in life.

RELATING TO FORENSIC MENTAL HEALTH PROCEDURES.

Ensures the timely administration of mental health examinations; supports the process of expedient administration of justice; and clarifies the procedure for reevaluation of fitness to proceed after a finding of unfitness and attempts at restoration.

RELATING TO MENTAL HEALTH.

Requires the family court to consider assisted community treatment as an alternative to commitment to a psychiatric facility for a person subject to a petition for involuntary hospitalization.

RELATING TO HEALTH.

Requires medical facilities filing for bankruptcy to inform every patient or former patient by written notice prior to filing for bankruptcy that the patient or former patient is entitled to a copy of the patient's or former patient's own medical records at no charge.  Requires the medical facilities to provide a paper or electronic copy of the medical records to the patient or former patient upon request.

RELATING TO THE OFFICE OF LANGUAGE ACCESS.

Appropriates funds for three full-time equivalent permanent positions within the Office of Language Access.

RELATING TO CHILD AND MATERNAL DEATH REVIEWS.

Appropriates funds to the department of health to conduct child death reviews and implement a program to perform maternal death reviews.  Requires the department of health to submit an annual report to the legislature relating to child and maternal deaths and death reviews in the State.
