RELATING TO PROTECTIVE ORDERS.

Establishes the protective order card pilot program within the Honolulu family justice center to issue protective order cards upon request of individuals holding a long term protective order issued by a court of the first circuit of the State, with specified relevant information about the protective orders and all covered parties.  Appropriates funds for a grant-in-aid to the Honolulu family justice center.  Sunsets on 12/31/2018.  (SD1)

RELATING TO ELECTIONS.

Requires the office of elections to implement elections by mail in a county with a population of less than 100,000, beginning with the 2016 primary election; and in each county with a population of less than 500,000, beginning with the 2018 primary election.  Beginning in 2020, requires all federal, state, and county primary, special primary, general, special general, and special elections to be conducted by mail.  Provides places of deposit for personal delivery of mail-in ballots and ensures a limited number of voter service centers in each county to remain open on the day of election to allow voters with special needs to vote and receive personal delivery of absentee, permanent absentee, and mail-in ballots.  Makes conforming amendments.  Requires annual reports on implementation.  Appropriates funds for the implementation and administration of the election by mail program.  Takes effect 01/07/2059.  (SD1)

RELATING TO WAGES AND HOURS ON PUBLIC WORKS.

Allows overtime compensation on public works projects to exceed time and one-half and specifies that if the Department of Labor and Industrial Relations determines that a prevailing wage is defined by collective bargaining, overtime will be at rates set by the applicable collective bargaining agreement.  Specifies that overtime compensation and other premium pay rates are those rates specified in an applicable collective bargaining agreement when the basic hourly rate is established by a collective bargaining agreement.  Effective date 07/01/2030.  (SD1)

RELATING TO WORKERS' COMPENSATION.

Requires injured public employees who are eligible to take part in an employer's return to work program do so as a prerequisite to receiving vocational rehabilitation through workers' compensation coverage.  Effective January 07, 2059.  (SD1)

RELATING TO UNFUNDED LIABILITIES.

Establishes the Rate Stabilization Reserve Fund to stabilize the Hawaii Employer-Union Health Benefits Trust Fund when there is insufficient money to cover the costs of providing benefits to employee-beneficiaries and dependent-beneficiaries.  Caps employer contributions to the other post-employment benefits (OPEB) trust fund when the separate accounts for each public employer within the OPEB trust fund have a combined balance of at least $2,000,000,000.  Allows the Hawaii Employer-Union Health Benefits Trust Fund to invest moneys in the same manner as the Employees' Retirement System.  Takes effect on 1/7/2059.  (SD1)

Requires the department of public safety to construct a multi-story correctional facility at the Halawa correctional facility to replace the existing Oahu community correctional center.  Authorizes the issuance of general obligation bonds and appropriates funds for the planning, design, and construction of the multi-story correctional facility.  (SD1)

Establishes a procurement task force to identify and propose amendments, if any, to the procurement code that may better promote economy, efficiency, effectiveness, and impartiality in the procurement of public works construction projects, specifically regarding statewide past performance standards and processes.  Takes effect on 7/1/2030.  (SD1)
