RELATING TO HUNTING. Establishes a game commission to serve in an advisory capacity to the governor and the BLNR. Makes an appropriation.

RELATING TO THE DISPOSITION OF PUBLIC LANDS. Grants lessees of public land the right to relinquish a lease. Provides for the valuation of improvements to the land. Provides that a relinquishing lessee shall not automatically be required to remove improvements. Provides for disposition of the land at public auction after relinquishment. Defines "improvements" to include infrastructure.

RELATING TO AFFORDABLE HOUSING. Authorizes the Hawaii Housing Finance and Development Corporation to facilitate the development of affordable housing as part of transit-oriented development by making grants-in-aid to counties to expedite permit processing by using third party review programs. RELATING TO INVASIVE SPECIES. Amends the land conservation fund uses to allow for albizia tree removal. Makes an appropriation to DLNR for the removal of albizia trees on both public and private land.

RELATING TO LAND RESOURCES. Revises statutory provisions relating to the regulation of mineral resources under chapters 171 and 182, Hawaii Revised Statutes, to provide clarity and consistency.

RELATING TO THE LAHAINA FLOOD CONTROL PROJECT. Authorizes the issuance of GO bonds and appropriates funds for the Lahaina Flood Control Project. Requires the appropriation to be matched by county funds.

RELATING TO PUBLIC LANDS. Establishes redevelopment districts for public lands for purposes of rejuvenating areas that have become dilapidated, obsolete, or deteriorated. Establishes a committee for each redevelopment district. Appropriates moneys.

RELATING TO SHOOTING RANGE PROTECTION. Provides for shooting range exemptions regarding retroactive regulation, civil and criminal noise or nuisance violations, and frivolous negligence claims.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
