RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM. Requires Department of Business, Economic Development, and Tourism to study and analyze the feasibility of establishing a motorsports industry and developing a motorsports center in Hawaii, including but not limited to, location, costs of land acquisition, costs of construction and development, projected revenues, and means of financing. Requires a report to the legislature.

RELATING TO CROSSWALK SAFETY. Clarifies when a pedestrian is crossing the roadway within a crosswalk for pedestrians' right-of-way in crosswalks and when a pedestrian is lawfully within an intersection or adjacent crosswalk for traffic control signal purposes.

RELATING TO TRANSPORTATION. Requires the State to report annually to the legislature on specified information regarding implementation of and compliance with complete streets policy. Clarifies statutory requirements of complete streets.

RELATING TO OVERTAKING A BICYCLIST. Specifies the minimum safe distance for a motor vehicle to overtake a bicycle.

RELATING TO LOW-SPEED ELECTRIC BICYCLES. Amends the definition of bicycle to include low-speed electric bicycles.

RELATING TO OPERATING A VEHICLE UNDER THE INFLUENCE OF INTOXICANTS. Amends the definition of "drug" for OVUII violations.

RELATING TO DRIVER LICENSING. Establishes a standard maintenance fee to be collected from all driver's license applicants to support computer and software maintenance and updates for the driver licensing program.

RELATING TO VETERANS. Exempts qualifying totally and permanently disabled veterans from paying the State motor vehicle registration fee. Requires the office of veterans services to report the number of qualifying veterans to the legislature and department of taxation. Applies to motor vehicle registration occurring on or after September 1, 2015.

RELATING TO SPECIAL LICENSE PLATES FOR NATIONAL PARKS. Authorizes the issuance of special license plates for Haleakala National Park and Hawaii Volcanoes national Park.

RELATING TO TRANSPORTATION. Provides exemptions from vehicle registration, safety inspection, and driver licensure requirements for marine terminal equipment. Allows the operation of marine terminal equipment on a highway in certain conditions.

RELATING TO TRANSPORTATION. Requires commercial vehicles carrying cargo weighing 55,000 pounds or more from Hawaii's commercial harbors to be weighed prior to leaving the harbor. Requires water carriers to provide the Department of Transportation with a list of shipping containers or loads weighing 55,000 pounds or more to be transported on a highway. Provides a penalty.

RELATING TO SECTION 266-17, HAWAII REVISED STATUTES. Provides discounted rates and fees for the use of harbors, wharves, and properties managed and operated by the DOT for shipment of Hawaii-grown agricultural products. Makes a housekeeping amendment relating to Kewalo Basin.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
