RELATING TO LOBBYING EXPENDITURES. Broadens the term "expenditures" by removing the exemption for expenses relating to the preparation of testimony before a legislative or administrative hearing. Requires a lobbyist's statement of expenditures to include total expenditures, rather than expenditures over $750.

RELATING TO ADVISORY OPINIONS BY THE STATE ETHICS COMMISSION. Requires the ethics commission to render advisory opinions for the legislature and constitutional convention within thirty days of request.

RELATING TO CONFLICTS OF INTEREST. Prohibits state employees from taking any official action directly affecting a business or other undertaking in which a parent, sibling, or emancipated child has a substantial financial interest.

RELATING TO LEGISLATION. Requires all introduced bills to be subject to a legal sufficiency check that determines whether the bill meets state constitutional requirements and does not conflict with the United States Constitution or the state constitution before being scheduled for first reading.

RELATING TO VIDEOCONFERENCING. Requires both chambers of the legislature to implement rules to permit residents to present testimony through audiovisual technology. Appropriates moneys to establish audiovisual systems throughout the State.

RELATING TO THE CODE OF ETHICS. Clarifies the fair treatment law by separating out certain limitations placed on task force members from those placed on legislators. Makes clear that legislators are not prohibited from taking action in the exercise of the legislator's legislative functions.

RELATING TO VIDEOCONFERENCING. Requires the House of Representatives to implement rules for a pilot program to enable the house to receive live oral testimony from the County of Hawaii through audio or audiovisual technology. Requires consultation with the County of Hawaii, the chief information officer, and the Disability and Communication Access Board. Appropriates moneys to establish audio or audiovisual systems. Repealed on 6/30/17.

RELATING TO THE STATE-COUNTY FUNCTIONS WORKING GROUP. Appropriates funds to the Office of the Auditor to carry out the purposes of the State-County Functions Working Group.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 5 copies (including an original) to Room 439 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6051 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
