Establishes the unfunded liabilities task force to develop recommendations to address state and county unfunded liabilities.

Requires hotels to distribute porterage service charges to employees in full or disclose to customers that the charges are being used for other purposes.  (HB854 HD1)

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

RELATING TO THE STATE BUDGET.

Amends a budget proviso for the Department of Labor and Industrial Relations to clarify the projected cost of annual vacation payouts by the Department during fiscal year 2014-2015.

RELATING TO NOTICE OF HEARING BY THE LABOR AND INDUSTRIAL RELATIONS APPEALS BOARD.

Allows the Labor and Industrial Relations Appeals Board the option to provide notice of hearing by online posting on the board's webpage if service by first class mail fails to elicit a response from the party.

RELATING TO WAGES AND HOURS ON PUBLIC WORKS LAW.

Requires laborers and mechanics working on public works to file complaints within one year of the date the payment was due and ensure confidentiality of the complainant or witness.  Effective July 1, 2015.

RELATING TO GENERAL OBLIGATION BONDS.

Allocates premiums from general obligation bonds to fund eligible capital expenditures, the other post-employment benefits trust fund, and accrued liability contributions to the pension accumulation fund instead of the general fund.

MAKING AN APPROPRIATION FOR THE SENIOR FARMERS' MARKET NUTRITION PROGRAM.

Appropriates moneys to the senior farmers' market nutrition program.  Requires DLIR to submit a report to the legislature on the status of the program.

RELATING TO HEALTH.

Requires employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care.

RELATING TO TAXATION.

Limits the amount that an employer may deduct for benefits provided to an employee to 50 times the State's median household income.

RELATING TO EMPLOYMENT.

Allows an employee who has suffered a tangible adverse employment action resulting from a supervisor's discriminatory actions to sue the employee's employer.  Allows an employer to raise an affirmative defense.

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
