RELATING TO STATE FACILITIES. Establishes DAGS as the lead department for negotiating and processing real property leases for state departments.

RELATING TO DISABILITY RETIREMENT. Expands eligibility of ordinary and service-connected disability retirement benefits to retired members who became mentally or physically incapacitated from the further performance of duty.

RELATING TO STATE PLANNING. Requires the Office of Planning to review and propose updates to the State Planning Act and submit a written report to the Legislature. Appropriates funds. Effective July 1, 2015.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Repeals certain restrictions on investments that can be made by the Hawaii employer-union health benefits trust fund and make housekeeping amendments.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Amends the definition of "dependent-beneficiary."

RELATING TO PUBLIC UTILITIES. Provides certain restrictions on post-employment for commissioners and their employees. Requires public input on a proposed merger or consolidation of public utilities. Requires the auditor to conduct a study that compares the salaries of employees at the Public Utilities Commission with employees of comparable positions in the private sector.

RELATING TO ELECTIONS. Establishes the designation of kiwila pono for employers who permit employees to be absent with pay on election day to work at a polling place. Authorizes a paid leave of absence for one work day for state and county employees who serve as precinct officials and other temporary employees on election day.

RELATING TO ELECTIONS. Establishes reemployment rights for public employees who resign in order to seek elective office.

RELATING TO OVERTIME. Limits overtime compensation to those hours worked in excess of forty hours in a workweek. Excludes those hours taken as paid time off from the calculation of the forty hours.

RELATING TO TAXATION. Provides a taxpayer who hires an individual with a disability a nonrefundable tax credit for the six-month period after the individual is initially hired by the taxpayer.

RELATING TO COLLECTIVE BARGAINING. Authorizes the chair of the state public charter school commission to vote on agreements for collective bargaining units (5) and (6). Requires agreements for collective bargaining unit (9) to provide 3 votes for the governor, 1 for HHSC, and 1 for each mayor.

RELATING TO THE RETIREMENT OF JUDGES. Corrects errors. Harmonizes age and service requirements for judges who are members of the employees' retirement system with requirements for other contributory plan members.

RELATING TO WORKERS' COMPENSATION. Requires workers' compensation settlement agreements to be paid within 14 days. Requires that a request for an independent medical examination be approved or denied by the director of labor and industrial relations within 14 days.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
