Provides firefighters with comprehensive medical coverage through workers' compensation benefits by establishing a rebuttable presumption that a firefighter who suffers from cancer, blood-borne infectious disease, or exposure to biochemical substances contracted the condition in the course of employment. RELATING TO THE UNIFORM INTERSTATE FAMILY SUPPORT ACT. Updates the Uniform Interstate Family Support Act to reflect requirements of the Hague Convention of the International Recovery of Child Support and Other Forms of Family Maintenance. Provides procedures for registration, recognition, enforcement, and modifications of support orders from countries that are parties to the Convention. (SB1066 HD1)

RELATING TO THE HAWAII PENAL CODE. Requires the department of public safety to post written notice to defendants with terms of imprisonment imposed prior to June 18, 2008, to notify these defendants that the department may recalculate their multiple terms of imprisonment and their right to petition the court for clarification or correction when there is good cause. RELATING TO BEHAVIOR SUPPORT REVIEW COMMITTEE FOR PERSONS WITH DEVELOPMENTAL OR INTELLECTUAL DISABILITIES. Authorizes the Department of Health to establish a behavior support review process to conduct multidisciplinary reviews of the restraint or seclusion of persons with developmental or intellectual disabilities. Exempts those who participate in the reviews from liability. (SB812 HD1)

RELATING TO MENTAL HEALTH TREATMENT. Amends hearing requirements for petitions for assisted community treatment, including for deadlines, notice, court-appointed counsel, and examinations. RELATING TO ETHICS. Appropriate funds to the state ethics commission to design and develop a system that allows filers to electronically file required statements and reports with the state ethics commission. Effective 01/07/2059. (SD2)

RELATING TO THE UNAUTHORIZED PRACTICE OF LAW. Allows a person who is not licensed or authorized to practice law in the State to provide legal services on a temporary basis in this State if the attorney provides services in association with or assists a Hawaii licensed attorney or as in-house counsel to an organization in another jurisdiction or to an affiliated entity or employee of that organization in the State. Requires the clerk of the supreme court to maintain a registry of all attorneys who are not licensed or authorized to practice law in the State, but provide services for a matter that is not being litigated in any court of the State. Makes conforming amendments to attorney licensure requirements. Effective 01/07/2059. (SD1)

RELATING TO CAMPAIGN SPENDING. Requires noncandidate committees making only independent expenditures if a contribution is more than $10,000 in the aggregate in an election period to report whether its contributing entities are subject to disclosure reporting requirements, provide access to the contributing entities' reportable funding information, or acknowledge that the contributing entities are not subject to any disclosure reporting requirements regarding the source of the contributing entities' funds. RELATING TO COPYRIGHTS. Protects sound recordings fixed prior to 02/15/1972 against unauthorized public performance. Protects any right in sound recordings fixed prior 02/15/1972 existing under Hawaii common law, or civil or criminal statutes. REQUESTING THE DEPARTMENT OF PUBLIC SAFETY TO FORM A WORKING GROUP TO EXAMINE SMARTER SENTENCING TO IMPROVE THE QUALITY AND RELIABILITY OF STATE CRIMINAL SENTENCING PRACTICES. Proposed HD1: Adds sentencing authority to the court system.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony. Those wishing to provide oral testimony will be limited to two minutes.
