Updates the Uniform Interstate Family Support Act to reflect requirements of the Hague Convention of the International Recovery of Child Support and Other Forms of Family Maintenance.  Provides procedures for registration, recognition, enforcement, and modifications of support orders from countries that are parties to the convention.  (HB897 HD1)

RELATING TO THE RETIREMENT OF JUDGES.

Corrects errors.  Harmonizes age and service requirements for judges who are members of the employees' retirement system with requirements for other contributory plan members.

RELATING TO ELECTIONS.

Beginning with the primary election in an unspecified year, requires the office of elections to implement elections by mail.  Thereafter requires all federal, state, and county primary, special primary, general, special general, and special elections to be conducted by mail.  Establishes a minimum number of voter service centers per county and island, in lieu of traditional polling places.  Requires voter service centers to provide services such as voter registration.  Appropriates funds.

Requires noncandidate committees making only independent expenditures to report whether its contributors and recipients are subject to disclosure reporting requirements and provide access to the contributor and recipient's reportable funding information.

RELATING TO REMNANTS.

Clarifies the definition of the term "remnant" for purposes relating to the disposition of public lands.  Establishes restrictions on the disposition of remnants when such remnants contain resources necessary for the exercise of native Hawaiian subsistence, cultural, or religious practices pursuant to the state constitution.  (HB515 HD1)

RELATING TO THE JUDICIARY.

Proposed HD1:  HD1 proposed by the Judiciary reducing requested funds for operating expenses and capital improvement projects.  Appropriates funds for the Judiciary for the fiscal biennium beginning 07/01/15 and ending 06/30/17.  Effective 07/01/15.
