RELATING TO THE JUDICIARY. Appropriates funds for the judiciary for the fiscal biennium beginning 7/1/15 and ending 6/30/17. Effective 7/1/15.

RELATING TO A MIXED-USE RESIDENTIAL PROJECT. Authorizes the issuance of general obligation bonds and the appropriation of funds for plans, design, and construction of a mixed-use residential project at 902 Alder Street, including a juvenile services center that would be integrated with an affordable rental housing project for working families. RELATING TO ELECTIONS. In the event of an election postponement in any precinct, prohibits the public disclosure of voting results from every precinct for any ballot contest or question affected by the postponement, until the closing of the polls for the postponed election.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes appropriations for claims against the State, its officers, and its employees.

PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 13, OF THE HAWAII CONSTITUTION, TO AMEND THE TIMING OF MATURATION FOR GENERAL OBLIGATION BONDS. Proposes to amend the State Constitution by requiring the first principal installment of general obligation bonds and reimbursable general obligation bonds to mature not later than one year from the date of issuance.

RELATING TO DOMESTIC VIOLENCE. Requires law enforcement agencies to adopt and implement a written policy on domestic violence committed or allegedly committed by agency law enforcement officers. Establishes standards, training deadlines, administrative procedures, and reporting requirements.

RELATING TO CAMPAIGN FINANCE. Requires the Campaign Spending Commission to process all campaign donations so as to shield the identity of donors from candidates. Creates a publicly funded voter voucher pilot program in the Office of Elections.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Expands the Hawaii Public Housing Authority's power to dispose of property seized, abandoned, or remaining upon eviction in and at public housing projects, elder or elderly housing, or state low-income housing projects.

RELATING TO PROTECTIVE ORDERS. Establishes the Hawaii hope card program within the Department of the Attorney General to issue hope cards upon request to those holding a long term protective order, with specified relevant information about the protective orders and all covered parties. Establishes special fund. Appropriates funds.

MAKING AN EMERGENCY APPROPRIATION FOR THE DEPARTMENT OF THE ATTORNEY GENERAL. Makes an emergency appropriation to the Department of the Attorney General for retention of expert witnesses and specialized legal counsel in major litigation against the State of Hawaii.

· The date and time of the hearing; and

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to two minutes.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
