RELATING TO JURY DUTY. Provides for the payment of bus fare to jurors and prospective jurors as an alternative to the mileage fee.

RELATING TO THE OFFICE OF THE STATE INSPECTOR GENERAL. Establishes the office of the state inspector general, to be headed by the state inspector general, within the office of the state auditor for administrative purposes only. Requires the office of the state inspector general to investigate complaints alleging fraud, waste, abuse, or corruption by a state agency or quasi-public agency, or the officers or employees of a state agency or quasi-public agency. Appropriates funds.

RELATING TO THE UNIFORM INFORMATION PRACTICES ACT. Broadens the government records exception under the UIPA to include records whose disclosure may result in physical harm to an individual or harm, embarrassment, inconvenience, or unfairness that results from the unauthorized use or disclosure of personally identifiable information.

RELATING TO UNLAWFUL INTERNET POSTING OF PERSONAL INFORMATION. Regulates internet posting of sitting, full-time justices' or judges' home addresses and personal telephone and cellular phone numbers.

RELATING TO THE SMALL CLAIMS DIVISION OF THE DISTRICT COURT. Establishes the exclusive jurisdiction of the small claims division of the district court over cases in which the amount claimed is $1,000 or less. Expands the small claims division's jurisdiction over personal property cases to include any personal property worth $5,000 or less.

RELATING TO THE CIVIL PROCESS. Increases service of process fees.

RELATING TO VOTING. Provides that all applicants for a new or renewed driver's license, provisional license, instructional permit, or civil identification card, who are eligible to register to vote, shall automatically be registered to vote.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to two minutes.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 305 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6531 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
