RELATING TO THE CHIEF ELECTION OFFICER. Changes the term of the chief election officer to 2 years. Requires the elections commission to conduct a performance evaluation of the chief election officer within 2 months of certifying election results, and hold a public hearing relating to the performance evaluation.

RELATED TO ABSENTEE VOTING. Allows the county clerk to electronically transmit absentee ballots if mailed absentee ballots are not received by the voter within five days of an election.

RELATING TO PERMANENT ABSENTEE BALLOTS. Specifies the mailing address in a voter's registration record as the forwarding address for receiving absentee ballots permanently. Requires voters seeking to have permanent absentee ballots forwarded to another address to re-apply for an absentee ballot.

RELATING TO THE COMPENSATION OF TRUSTEES. Clarifies how trustees shall be compensated.

RELATING TO PROTECTIVE ORDERS. Establishes the Hawaii hope card program within the Department of the Attorney General to issue hope cards upon request to those holding a long term protective order, with specified relevant information about the protective orders and all covered parties. Establishes special fund. Appropriates funds.

RELATING TO CAMPAIGN SPENDING. Requires that supplemental campaign spending reports be filed annually on January 31.

RELATING TO LOBBYING CONTRIBUTIONS AND EXPENDITURES STATEMENTS. Clarifies the requirements relating to the statement of expenditures to be filed upon the adjournment sine die of a special session.

RELATING TO CLAIMS AGAINST THE STATE. Requires the Comptroller to annually adjust the threshold amount for which settlements for claims against the State must be approved by the legislature for inflation.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 305 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6531 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
