RELATING TO THE UNIFORM INFORMATION PRACTICES ACT.

Broadens the individual's significant privacy interest under the UIPA to include records whose disclosure would create a substantial and demonstrable risk of physical harm to an individual.  (HB287 HD1)

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

Transfers OIP from LG to DAGS.  Increases the independence of OIP as an administratively attached agency.  Clarifies the employment status of OIP attorneys and the civil service exemption for OIP personnel.  Appropriates funds to DAGS for administrative support.

RELATING TO PERMANENT ABSENTEE BALLOTS.

Specifies the in-state mailing address in a voter's registration record as the forwarding address for receiving absentee ballots permanently.  Requires voters seeking to have permanent absentee ballots forwarded to another address to re-apply for an absentee ballot.  (HB179 HD1)

RELATING TO JURY DUTY.

Provides for the payment of bus fare to jurors and prospective jurors as an alternative to the mileage fee.

RELATING TO PROTECTIVE ORDERS.

Establishes the Hawaii hope card program within the Department of the Attorney General to issue hope cards upon request to those holding a long term protective order, with specified relevant information about the protective orders and all covered parties.  Appropriates funds.  (HB58 HD1)

RELATING TO RECORDS OF FORENSIC EXAMINATIONS.

Creates consistency between statutes pertaining to Unfit to Proceed and Acquit and Commit regarding the Hawaii State Hospital receiving copies of court examinations upon commitment to the hospital.

RELATING TO THE PENAL CODE.

Increases the monetary threshold to $750 with respect to property or services for theft in the second degree, effective 2016.  Provides for 2% automatic yearly increase thereafter.
