RELATING TO INFRASTRUCTURE. Allows counties to use community facilities districts as a method for repayment of infrastructure development loans administered by the Hawaii housing finance and development corporation to help support infrastructure for affordable housing developments.

Clarifies trespassing in the second degree at Hawaii public housing authority housing projects as a nonresident who enters or remains on the property unlawfully or without authorization. Requires the Hawaii public housing authority to post signs notifying trespassers of illegal entry.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Expands the Hawaii public housing authority's authority to dispose of property seized, abandoned or remaining upon eviction in and around federal, elder or elderly, or state low-income housing projects.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Establishes graduated requirements for the provision of reserved housing as a condition of development permits for multi-family dwelling units within the jurisdiction of the Hawaii Community Development Authority on a lot greater than 20,000 gross square feet based on the sales price of units within the development.

RELATING TO AFFORDABLE HOUSING ON HAWAIIAN HOME LANDS. Makes permanent provisions for affordable housing credits on Hawaiian home lands.

RELATING TO TAXATION. Imposes a conveyance tax on the conveyance of a controlling interest of an entity that has an interest in real property in the State. Applies to conveyances occurring after 06/30/2015. Effective 07/01/2015.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
