Waives DOH water quality certification requirement for restoration, repair, and operation of Hawaiian loko i‘a (fishponds) that are permitted under the Statewide Programmatic General Permit process, administered by the DLNR.  (HB393 HD1)

RELATING TO CLIMATE CHANGE.

Requires the chairperson of the board of land and natural resources and the Hawaii Public Health Association to appoint members to a climate change and health working group to examine various potential health impacts of climate change and assist the State's health professionals in effectively and efficiently preparing for and responding to the various potential health impacts; and requires the interagency climate adaption committee to include the findings and recommendations of the climate change and health working group in the committee's report to the legislature.

Expands the list of state-licensed care facilities for which the Department of Health is required to post electronic inspection reports on its website.  Requires the Department to maintain a forum on its website where state-licensed care facilities may post vacancy information.

Appropriates funds for each year of the 2015-2017 fiscal biennium to establish at least one additional assertive community treatment team for mental health outreach and case management.

RELATING TO RECORDS OF FORENSIC EXAMINATIONS.

Creates consistency between statutes pertaining to Unfit to Proceed and Acquit and Commit regarding the Hawaii State Hospital receiving copies of court examinations upon commitment to the hospital.

RELATING TO CONSUMER PROTECTION.

Prohibits persons licensed pursuant to chapters 453 or 463E, from prescribing more than a thirty-day supply of narcotic drugs.  Prohibits the automatic refill of narcotic drugs.

RELATING TO THE ELDERLY.

Requires the Executive Office on Aging to establish a three-year senior playground pilot program within the executive office on aging.  Requires reports to the Legislature.  Appropriates funds.  Repealed June 30, 2019.

RELATING TO THE CYTOMEGALOVIRUS.

Requires DOH to establish a public education program on the cytomegalovirus to educate pregnant women and women who may become pregnant.  Requires the responsible physician of a newborn infant identified as, or suspected of, having a hearing impairment to test the newborn infant for the cytomegalovirus.

RELATING TO A BEHAVIOR SUPPORT REVIEW COMMITTEE FOR PERSONS WITH DEVELOPMENTAL OR INTELLECTUAL DISABILITIES.

Describes the behavioral support review process to conduct multidisciplinary reviews of restraints or seclusion of persons with developmental or intellectual disabilities, and exempts those who participate in the reviews from liability.

RELATING TO LATEX.

Prohibits the use of latex gloves in dental health facilities, health care facilities, by personnel providing ambulance services or emergency medical services pursuant to the state comprehensive emergency medical services system, and in food establishments.

RELATING TO THE REGISTRY OF CLEAN AND SOBER HOMES.

Provides immunity from liability to the Department of Health, its employees, agents, and volunteers for operating the clean and sober homes registry in good faith and in compliance with statutory requirements.

RELATING TO DOMESTIC VIOLENCE.

Requires the DOH to conduct reviews of domestic violence fatalities, near-deaths, and suicides.  Requires the DOH to enter into an MOU to develop procedures for obtaining information relating to near-deaths resulting from intimate partner assaults.  Requires reviews to commence within 1 year following the death, near-death, or suicide.  Requires information and recommendations from the review process to be compiled for system reform efforts.

RELATING TO HEALTH.

Establishes limited immunity for individuals who seek medical assistance for victims of overdoses of drugs or alcohol.

Status

RELATING TO HEALTH.

Establishes the Hawaii ABLE Savings Program by authorizing the Director of Finance to establish savings accounts that empower individuals with a disability and their families to save private funds to support the individual with a disability.  Creates the Hawaii ABLE Savings Program Trust Fund.  (HB119 HD1)
