RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Continues the Hospital Sustainability Program by extending its sunset date to June 30, 2016, updating the referral dates in the statute, and revising the funding amount for the Hospital Sustainability Program for fiscal year 2015-2016.

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM.

Continues the Nursing Facility Sustainability Program for one year; appropriates funds out of the Nursing Facility Sustainability Program Special Fund for Fiscal Year 2015-2016.

RELATING TO VIOLENCE AGAINST HEALTH CARE PERSONNEL.

Amends the offense of assault in the second degree as it applies to medical professionals by expanding the types of medical services providers protected under this offense.  Clarifies that assault in the second degree does not apply to patients receiving medical services outside of an emergency room.

RELATING TO THE REGULATION OF ELECTRONIC SMOKING DEVICES.

Prohibits the use of electronic smoking devices in places where smoking is prohibited.  Updates signage requirements.

Allows condominiums and cooperative housing corporations to adopt rules to prohibit smoking in units, common elements, or limited common elements.

RELATING TO MEDICAL MARIJUANA.

Voids any provision that discriminates against a person who holds a valid medical marijuana certificate and resides in an apartment or unit of a condominium property regime, condominium, or planned community association, unless the association documents prohibit smoking tobacco and the medical marijuana is used by means of smoking.

RELATING TO THE HAWAII HEALTH CONNECTOR.

Requires health insurers with at least a 20% share of the health insurance market to submit its qualified plans for inclusion in the Hawaii health connector.

Requires a plan offered through the health connector to be at least a gold plan as determined by the federal Patient Protection and Affordable Care Act.

Requires a health organization to annually disclose de-identified claims data to Insurance Commissioner.  Requires Insurance Commissioner to annually disclose de-identified claims data to a large group purchaser upon request.  Exempts de-identified claims data from public disclosure except as provided.  Makes conforming amendments.

Requires health insurance coverage of orthodontic treatment for orofacial anomalies.

RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE.

Provides insurance coverage equality for women who are diagnosed with infertility by making available to them expanded treatment options, ensuring adequate and affordable health care services.

RELATING TO FERTILITY RIGHTS OF CANCER PATIENTS.

Requires insurance coverage for embryo, oocyte, and sperm cryopreservation procedures to preserve the fertility of adults diagnosed with cancer who have not yet started cancer treatment.

RELATING TO CONTROLLED SUBSTANCES.

Requires the signature of the patient or an authorized agent when delivering prescribed controlled substances by mail.

Authorizes pharmacists to administer vaccines to persons between 14 and 17 years of age who have a prescription from a collaborating physician.
