RELATING TO STATE FACILITIES.

Establishes DAGS as the lead department for negotiating and processing real property leases for state departments.

RELATING TO MEASUREMENTS.

Requires public signs expressing measurements of speed and distance to be expressed in both the United States customary system of weights and measures and the metric system.

RELATING TO HAWAIIAN PLANTS.

Subject to exceptions, requires all plans, designs, and specifications for new or renovated landscaping of State-developed buildings, complexes, facilities, or housing to incorporate Hawaiian plants.  Effective 6/30/2016.

RELATING TO PUBLIC LANDSCAPING.

Requires Hawaiian plants to constitute a minimum percentage of the total land footprint of public landscaping projects.  Establishes a timetable for Hawaiian plant requirement for public landscaping projects.  Defines "Hawaiian plants".

RELATING TO GOVERNMENT EMPLOYEES.

Requires DHRD, DOE, UH, HHSC and JUD to file annual personnel vacancy reports with the legislature by the last day of each year.
