RELATING TO NATURAL RESOURCES. Proposed HD1: Establishes a four-year redevelopment pilot project for the Kanoelehua industrial area and surrounding areas in the district of south Hilo. Requires the Legislative Reference Bureau to review commercial leases and recommend changes to state leasing laws Makes an appropriation.

RELATING TO DISPOSITION OF TAX REVENUES. Proposed HD1: Establishes maximum dollar amounts that shall be distributed among certain non-general funds from the conveyance tax. Amends the list of non-general funds that receive distributions from the conveyance tax. Appropriates funds to programs removed from the distribution list.

RELATING TO THE ENVIRONMENTAL RESPONSE, ENERGY, AND FOOD SECURITY TAX. Proposed HD1: Removes the revenue distribution from the barrel tax to the environmental response revolving fund beginning July 1, 2015. Removes the sunset of various funds related to the barrel tax.

RELATING TO IN VITRO FERTILIZATION INSURANCE COVERAGE. Provides insurance coverage equality for women who are diagnosed with infertility by making available to them expanded treatment options, ensuring adequate and affordable health care services.

RELATING TO PROJECT KEALAHOU. Appropriates funds for the continued funding of Project Kealahou within the Child and Adolescent Mental Health Division of the Department of Health. Requires the Department of Health to submit an annual report on the program to the Legislature.

RELATING TO WORKERS' COMPENSATION. Provides that an independent medical examination and permanent impairment rating examination shall be conducted by a qualified physician selected by the mutual agreement of the parties. Provides a process for appointment in the event that there is no mutual agreement.

RELATING TO THE HAWAII HEALTH CONNECTOR. Implements federal requirements for provider network adequacy through requiring insurer contracts with federally-qualified health centers. Authorizes generation of revenue through provision of benefits administration services.

RELATING TO THE HAWAII HEALTH CONNECTOR. Authorizes large group coverage under the Connector. Beginning 10/1/2016, ends authorization to renew or issue transitional renewal policies. RELATING TO AUTISM SPECTRUM DISORDERS. Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for autism diagnosis and treatment.

RELATING TO LICENSING. Establishes the Behavior Analyst Program within the Department of Commerce and Consumer Affairs. Requires the licensing of behavior analysts for the practice of behavior analysis. Appropriates funds to implement the Behavior Analyst Program.

RELATING TO HEALTH INSURANCE. Defines the term "habilitative services" to mean health care services, including but not limited to physical and occupational therapy, speech-language therapy, speech and swallowing therapy, applied behavior analysis, medical equipment, orthotics, and prosthetics, that help a person keep, learn, or improve skills and functioning for daily living. Effective 7/1/2112.

RELATING TO THE SECURE AND FAIR ENFORCEMENT FOR MORTGAGE LICENSING ACT. Permits the Commissioner of Financial Institutions to make adjustments to the collection of fees for the Mortgage Loan Recovery Fund without regard to Chapter 91, HRS, to better maintain the intended $750,000 balance.

RELATING TO CHECK CASHING. Caps the total amount of fees charged for the deferred deposit of a personal check to an unspecified annual percentage rate. Beginning July 1, 2015, requires licensed businesses in the State to notify the Department of Commerce and Consumer Affairs at the end of each fiscal year if they conducted any deferred deposit transaction. Prohibits a check casher from entering into an agreement for deferred deposit with a customer within five days immediately following the end of the customer's earlier agreement for a deferred deposit. Increases the fine for a wilful violation of chapter 480F, Hawaii Revised Statutes.

RELATING TO CHAPTER 245, HAWAII REVISED STATUTES. Expands the definition of "tobacco products". Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes or tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
