RELATING TO REAL PROPERTY. Permits a taxpayer who provides transient accommodations on real property leased from a related entity to claim a general excise tax deduction from the amount of gross proceeds or gross income received from its sublease of the real property.

RELATING TO THE CODE OF ETHICS. Clarifies the fair treatment law by separating out certain limitations placed on task force members from those placed on legislators. Makes clear that legislators are not prohibited from taking action in the exercise of the legislator's legislative functions.

RELATING TO AGRICULTURE. Appropriates funds to the Department of Agriculture, in cooperation with UH CTAHR, to research and develop methods for the prevention and treatment of macadamia felted coccid.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS' BASALT REBAR INITIATIVE. Authorizes the director of finance to issue general obligation bonds to support the Pacific international space center for exploration systems' basalt rebar initiative, including construction of a basalt rebar plant and engineering assessments of the manufactured basalt rebar.

RELATING TO BROADBAND COMMUNICATIONS TECHNOLOGY. Appropriates moneys for an engineering assessment for establishing a laser optical communications ground station in Hawaii.

RELATING TO INNOVATIVE BUSINESS INTERACTION. Establishes an innovative business interaction program under DBEDT, with the assistance of the Hawaii Tourism Authority. Increases the transient accommodations tax revenues deposited into the Tourism Special Fund by an amount to be used for the program. Appropriates funds.

RELATING TO PROCUREMENT. Establishes a past performance task force to establish the factors that should be considered when evaluating a construction industry contractor's past performance for the purposes of awarding a construction contract under Chapter 103D, Hawaii Revised Statutes.

RELATING TO ENERGY. Requires additional Land Use Commission review for permit plan applications for wind turbines with over 100 kilowatt capacity and located within ¾ ths of a mile of residential, school, hospital, or business property lines.

RELATING TO DEFERRED DEPOSITS. Reduces the maximum fee a check casher may charge under a payday loan agreement for deferring the deposit of a check from 15 to percent of the face value of the check.

RELATING TO THE ELDERLY. Requires the Executive Office on Aging to establish a three-year senior playground pilot program within the executive office on aging. Requires reports to the Legislature. Appropriates funds. Repealed June 30, 2019.

RELATING TO CHILD HEALTH. Makes an appropriation to develop the specifications and pricing, as well as an implementation plan, for a web-based data system in the early intervention section of the Department of Health. Makes an appropriation for operating expenses and to establish one permanent coordinator position in the Children with Special Health Needs Branch of the Department of Health to improve social-emotional and behavioral outcomes for children from birth to age five.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates moneys for two full-time equivalent graduate assistant positions at the Hawaii educational policy center at UH.

MAKING AN APPROPRIATION TO THE HAWAII ASSOCIATION OF CONSERVATION DISTRICTS. Appropriates moneys for the Hawaii association of conservation districts to assist with its staffing and operating costs.

RELATING TO OUTDOOR ADVERTISING. Authorizes the display of outdoor advertising devices at the Waipio soccer complex, subject to appropriate approval; provided that the scoreboard is not visible from any thoroughfare.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
