RELATING TO HEALTH. Authorizes the Maui Regional System to enter into an agreement with a private entity to transition one or more of its facilities into a new private Hawaii nonprofit corporation.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Reconsolidates HHSC operational administration and oversight by eliminating regional system boards. Repeals certain limits on operational authority. Amends HHSC supplemental bargaining agreements for HHSC employees.

RELATING TO THE STATE AFFORDABLE CARE ACT INNOVATION WAIVER. Amends scope of the State Innovation Waiver Task Force consideration. Provides resources to develop a waiver from certain provisions of the Patient Protection and Affordable Care Act. Appropriates funds.

RELATING TO THE HAWAII HEALTH CONNECTOR. Enables the Hawaii health connector to offer large group coverage. Requires health insurers with greater than 20 percent share of the State's small group health insurance market to offer gold and platinum level qualified health plans as a condition of participation in the individual market of the Hawaii Health Connector. Ends transitional renewal policies effective 1/1/2016. Amends state small market parameters to comport with federal law. Adds notification requirements.

RELATING TO MEDICAL MARIJUANA. Establishes a system of medical marijuana dispensaries and production centers. Prohibits counties from enacting zoning regulations that discriminate against licensed dispensaries and production centers. Clarifies the right of qualifying patients and primary caregivers to transport medical marijuana. Appropriates funds.

RELATING TO PRESCRIPTIVE AUTHORITY FOR CERTAIN PSYCHOLOGISTS. Authorizes the board of psychology to issue certificates of prescriptive authority to medical psychologists who meet certain education, training, and registration requirements.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
