Replaces the running start program and jump start program with dual credit program; amends definition of "eligible student" to include all high school students; replaces standardized test to determine college readiness with an assessment approved by the college.  Appropriates moneys.

RELATING TO EDUCATION.

Authorizes Department of Education (DOE) employees and agents to volunteer to administer auto-injectable epinephrine to a student with anaphylaxis in an emergency situation and to assist in the testing and management of diabetes for students.  Allows students with diabetes to self-test and self-manage their illness.  Requires DOE to report on the status of implementation.

Authorizes charter school closure if determined necessary by an authorizer in the event of financial insolvency or due to health and safety issues and requires authorizer to establish protocols for closure.

Requires state departments, upon the closure of facilities, to consider the facility's suitability for use by public charter schools or early learning pre-plus programs, and to notify the State Public Charter School Commission or Executive Office on Early Learning of the availability and suitability of the facility.  Requires more detailed annual reporting by the State Public Charter School Commission.  Establishes a Charter School Facilities Funding Working Group.  Appropriates funds for public charter schools.  Authorizes the issuance of general obligation bonds and appropriates funds for public charter school facilities' design, planning, construction, repair, and maintenance.

RELATING TO THE HAWAIIAN LANGUAGE IMMERSION PROGRAM.

Requires the Department of Education to develop and implement for Ka Papahana Kaiapuni students, annual assessments in the Hawaiian language that are not Hawaiian translations of general state assessments.
