RELATING TO EDUCATION. Makes permanent the Department of Education's authority to supervise its accounts. Makes required housekeeping amendments to statutory provisions relating to the Department of Education's fiscal operations.

RELATING TO EDUCATION. Appropriates funds for the establishment and maintenance of a bookmobile that shall serve the rural areas of the island of Hawaii.

RELATING TO THE DEPARTMENT OF EDUCATION. Establishes an interagency working group to create a comprehensive plan to transfer the Department of Accounting and General Services's personnel and functions related to neighbor island public schools, to the Department of Education.

RELATING TO TEACHERS. Authorizes an additional per year bonus for teachers who maintain current National Board Certification under the National Board Certification Incentive Program and teach at a school in a focus, priority, or Superintendent's Zone, as determined by the Department of Education.

RELATING TO A STATE-FUNDED COLLEGE GRANT PROGRAM. Establishes a state-funded Aloha Grant Program, to be developed and administered by the Department of Education.

RELATING TO DUAL CREDIT PROGRAMS. Replaces the running start program and jump start program with dual credit program; amends definition of "eligible student" to include all high school students; replaces standardized test to determine college readiness with an assessment approved by the college. Appropriates moneys.

RELATING TO EDUCATION. Authorizes Department of Education (DOE) employees and agents to volunteer to administer auto-injectable epinephrine to a student with anaphylaxis in an emergency situation and to assist in the testing and management of diabetes for students. Allows students with diabetes to self-test and self-manage their illness. Requires DOE to report on the status of implementation.

RELATING TO PUBLIC CHARTER SCHOOLS. Authorizes charter school closure if determined necessary by an authorizer in the event of financial insolvency or due to health and safety issues and requires authorizer to establish protocols for closure.

RELATING TO PUBLIC CHARTER SCHOOLS. Requires state departments, upon the closure of facilities, to consider the facility's suitability for use by public charter schools or early learning pre-plus programs, and to notify the State Public Charter School Commission or Executive Office on Early Learning of the availability and suitability of the facility. Requires more detailed annual reporting by the State Public Charter School Commission. Establishes a Charter School Facilities Funding Working Group. Appropriates funds for public charter schools. Authorizes the issuance of general obligation bonds and appropriates funds for public charter school facilities' design, planning, construction, repair, and maintenance.

RELATING TO EARLY LEARNING. Requires that each neighbor island county is represented on the early learning advisory board for a term of office of three years. Appropriates funds.

RELATING TO PUBLIC EARLY CHILDHOOD EDUCATION. Establishes the Executive Office on Early Learning Prekindergarten Program to be administered by the Executive Office on Early Learning and provided through Department of Education public schools and public charter schools.

RELATING TO EARLY CHILDHOOD EDUCATION. Amends or repeals provisions of Chapters 302A and 302L, Hawaii Revised Statutes, as related to early childhood education, for housekeeping and other purposes.

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM. Appropriates funds to the Department of Human Services to increase staff, improve systems, and contract for necessary services relating to the Supplemental Nutrition Assistance Program.

MAKING APPROPRIATIONS FOR THE ADULT PROTECTIVE AND COMMUNITY SERVICES BRANCH. Appropriates funding for FY 2015-2016 and FY 2016-2017 from the state general fund to Department of Human Services for positions within the Adult Protective and Community Services Branch.

RELATING TO THE INTERIM ASSISTANCE REIMBURSEMENT SPECIAL FUND. Establishes the Interim Assistance Reimbursement Special Fund into which reimbursements received from the Social Security Administration will be deposited for state-funded financial assistance payments and programs to assist individuals to qualify for supplemental security income.

RELATING TO LONG-TERM CARE FACILITIES. Provides for an annual inflationary adjustment to long-term care facility prospective reimbursement rates for care provided to Medicaid recipients.

RELATING TO PERSONS WITH DISABILITIES. Establishes the department of human services medicaid buy-in program for workers with disabilities and appropriates funds for outreach and training relating to the program. Establishes and appropriates funds for a department of health medicaid buy-in pilot program to be effective from July 1, 2016, until June 30, 2018.

RELATING TO HEALTH. Appropriates funds to the department of human services to restore basic adult dental benefits to medicaid enrollees and to provide outreach and eligibility services for individuals and families at federally qualified health centers. Appropriates funds from the community health centers special fund to establish health homes.

RELATING TO HOUSING. Establishes the housing first voucher program within the Department of Human Services. Appropriates general funds to the Housing First Special Fund to implement the program.

RELATING TO THE HAWAIIAN ISLANDS HUMPBACK WHALE NATIONAL MARINE SANCTUARY. Establishes the Hawaiian Islands humpback whale national marine sanctuary program. Establishes a sanctuary co-manager position. Appropriates funds.

RELATING TO HAWAIIAN PLANTS. Subject to exceptions, requires all plans, designs, and specifications for new or renovated landscaping of State-developed buildings, complexes, facilities, or housing to incorporate Hawaiian plants.

RELATING TO HAWAIIAN FISHPONDS. Waives DOH water quality certification requirement for restoration, repair, and operation of Hawaiian loko i‘a (fishponds) that are permitted under the Statewide Programmatic General Permit process, administered by the DLNR.

RELATING TO TRAINING. Requires Office of Hawaiian Affairs to administer a training course on native Hawaiian and Hawaiian rights. Requires members of certain state councils, boards, and commissions to attend the training course.

RELATING TO THE HAWAIIAN LANGUAGE IMMERSION PROGRAM. Requires the Department of Education to develop and implement for Ka Papahana Kaiapuni students, annual assessments in the Hawaiian language that are not Hawaiian translations of general state assessments.

DECISION MAKING TO FOLLOW
