RELATING TO DUAL CREDIT PROGRAMS. Replaces the running start program and jump start program with dual credit program; amends definition of "eligible student" to include all high school students; replaces standardized test to determine college readiness with an assessment approved by the college. Appropriates moneys.

RELATING TO THE HAWAIIAN LANGUAGE IMMERSION PROGRAM. Requires the DOE to develop annual assessments in the Hawaiian Language for language arts, mathematics, and science, to be administered to Ka Papahana Kaiapuni students. Requires the DOE to submit a preliminary and final report.

RELATING TO CROWDFUNDING. Authorizes DOE to use crowdfunding to fund specific capital improvement projects. Establishes the school capital improvement project crowdfunding special fund. Defines crowdfunding.

RELATING TO CHILD SAFETY. Requires any state or county program for the instruction, enrichment, care, or supervision of children to comply with DOE rules and statutes governing acts of bullying, cyberbullying, or harassment. Requires program staff to report cases and receive related training. Requires the programs to allow parents or guardians of victims to appeal decisions to remediate.

RELATING TO BULLYING. Requires certain state entities and grantees to adopt bullying prevention policies. Establishes a task force to assist the Governor with bullying prevention policies in the State.

RELATING TO EDUCATION. Applies the requirement for all public secondary schools to implement a school year that includes 990 student instructional hours to all school years beginning with the 2015-2016 school year. Repeals the requirement that by the 2016-2018 school years, all public schools implement a school year of 180 days and 1,080 student instructional hours for both elementary and secondary school grades. Clarifies that the definition of "student instructional hours" shall be determined by the board of education in consultation with the exclusive representatives of the appropriate bargaining units.

RELATING TO PUBLIC EARLY CHILDHOOD EDUCATION. Establishes the Executive Office on Early Learning Prekindergarten Program to be administered by the Executive Office on Early Learning and provided through Department of Education public schools and public charter schools.

RELATING TO EARLY CHILDHOOD EDUCATION. Amends or repeals provisions of Chapters 302A and 302L, Hawaii Revised Statutes, as related to early childhood education, for housekeeping and other purposes.
