RELATING TO ENERGY. Requires PUC to establish community-based renewable energy tariff or tariffs by no later than January 1, 2016, to allow more utility customers to participate in renewable energy production and use. Prohibits cost-shifting to non-participants. (HB484 HD1)

RELATING TO ENERGY STORAGE. Establishes an investment-or utilization-based income tax credit for grid-connected energy storage properties installed and placed in service after December 31, 2015. Expires in taxable years beginning after December 31, 2026. Appropriates funds to administer the tax credit. (HB265 HD1)

RELATING TO ENERGY. Prohibits the Public Utilities Commission from approving power purchase agreements that prohibit the sale of renewable energy to third parties or require utility consent to sell renewable energy to third parties, to the extent that such renewable energy will be converted from electrical energy to another form of energy such as chemical or thermal energy, or to the extent that such renewable energy will be stored for later provision to an electric utility company. Requires fair compensation to be paid to an electric utility company when curtailed renewable energy is sold by an independent power producer to a third party on the electrical grid. (HB1505 HD1)

RELATING TO THE MERGER, ACQUISITION, AND CONSOLIDATION OF ELECTRIC UTILITIES. Strongly encourages the Public Utilities Commission and Division of Consumer Advocacy to apply certain standards and criteria and hold a public hearing to determine whether to approve a merger, acquisition, or consolidation of an electric utility. RELATING TO MEDICAL MARIJUANA. Increases the maximum number of qualifying patients that a primary caregiver may care for at any given time. Requires each primary caregiver upon registration to disclose to the Department of Health the number of qualifying patients and other patient information for whom the caregiver is responsible. Limits the number of marijuana plants that can be grown for medical marijuana use to 14 plants at a single property. (HB1455 HD1)

RELATING TO THE LICENSURE OF DURABLE MEDICAL EQUIPMENT SUPPLIERS. Establishes licensure requirement for durable medical equipment suppliers participating in the nationwide competitive bidding program through the Office of Health Care Assurance. RELATING TO THE STATE AFFORDABLE CARE ACT INNOVATION WAIVER. Amends scope of the State Innovation Waiver Task Force consideration. Provides resources to develop a waiver from certain provisions of the Patient Protection and Affordable Care Act. Appropriates funds. (HB576 HD1)

RELATING TO THE HAWAII HEALTH CONNECTOR. Enables the Hawaii health connector to offer large group coverage. Requires health insurers with greater than 20 percent share of the State's small group health insurance market to offer gold and silver level qualified health plans as a condition of participation in the individual market of the Hawaii Health Connector. Ends transitional renewal policies effective 1/1/2016. Amends state small market parameters to comport with federal law. Adds notification requirements. (HB1467 HD1)

RELATING TO CROWDFUNDING. Establishes a crowdfunding exemption for limited intrastate investments between Hawaii residents and Hawaii businesses, limited to no more than $1,000,000 raised over a twelve month period, and no more than $5,000 per investor. Includes disclaimer requirements. Effective January 1, 2016.

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE. Allows a landlord, when processing an application to rent residential property to charge an application screening fee for the actual costs of screening the applicant, plus an additional administrative fee. Requires landlords to refund any unused amount of the application screening fee and provide a copy of any report obtained via the screening process to the applicant. (HB33 HD1)

RELATING TO TRANSIENT ACCOMMODATIONS. Establishes licensing requirements and enforcement provisions for transient vacation rentals to be administered by the department of commerce and consumer affairs. (HB825 HD1)
