Clarifies that records that show a licensee's relevant experience, trade examination results, and adequate bonding are subject to disclosure.

Gives various types of fiduciaries access to the digital assets of the principal.

RELATING TO PROPERTY.

Amends the thresholds for the exemption of real property from attachment or execution to be based upon the most recent real property tax assessment, regardless of value and for all types of property owners.  Clarifies that attachment or execution does not apply to a debtor who is not delinquent in payment of income taxes, real property taxes, or mortgages.  Bases the value threshold of certain personal property exempted from attachment and execution on the fair market value as adjusted by the consumer price index.  Exempts child support moneys and tax refunds from the federal earned income tax credit and federal or state child support tax credit from attachment and execution.

RELATING TO FORECLOSURE.

Requires an association to offset any amount that it owes a unit owner against the amount of the assessment prior to an alternative power of sale foreclosure.

RELATING TO THE HAWAII PROPERTY INSURANCE ASSOCIATION.

Requires member insurers of HPIA to offer a minimum number of policies proportionate to their market share on properties that are situated in the areas designated for coverage by the insurance commissioner and that have been previously and continuously insured since 06/01/2014.  Prohibits HPIA from issuing or continuing a moratorium on issuing policies on those same properties.

RELATING TO THE INSURANCE PREMIUM TAX.

Temporarily imposes an insurance premium tax on mutual benefit societies and health maintenance organizations but exempts them from the tax if they do not file for an insurance plan rate increase during that period.

Applies the law on service contracts to include extended warranties.  Requires providers to disclose to contract holders submitting a claim for the first time under an extended warranty that if the service is charged to the extended warranty the contract holder will no longer be entitled to a full refund.

RELATING TO ON-BILL PROGRAMS.

Exempts electric utilities acting as billing and collections agents for an on-bill program from various State taxes and State laws regulating financial institutions, escrow depositories, or collection agencies.

Requires telecommunications carriers to release individuals from shared or family wireless plans, without charge, upon written request and due to documented instances of domestic violence.

RELATING TO THE SECURE AND FAIR ENFORCEMENT FOR MORTGAGE LICENSING ACT.

Raises the target balance for the mortgage loan recovery fund.  Requires the commissioner of financial institutions to cease collections of mortgage loan recovery fund fees from license renewals once the target balance is reached, and adjust and recommence collection of the fees when the fund balance falls below a certain threshold.

RELATING TO THE SECURE AND FAIR ENFORCEMENT FOR MORTGAGE LICENSING ACT.

Amends the definition of "sole proprietorship" for individual mortgage loan originators subject to the Secure and Fair Enforcement for Mortgage Licensing Act to repeal the qualifier that there be no legal distinction between the individual mortgage loan originator business owner and the business.

Establishes the offense of Unlawful Display or Performance of a Wild or Exotic Animal to prohibit the display or performance of a wild or exotic animal for commercial purposes.  Provides an exception for such animals that have been in the State for more than 300 days prior to the display or performance.

RELATING TO CONDOMINIUM CONVERSIONS.

Requires a condominium hotel developer's public report to disclose past years' general excise taxes and transient accommodations taxes for converted condominium hotels.  Requires that each condominium hotel operator file an annual report with the real estate commission.  (HB571 HD1)
