RELATING TO CONSUMER PROTECTION. Establishes a Narcotics Advisory Committee and mandatory continuing medical education program for prescribing practitioners. Mandates a pain medication agreement between a patient and any prescriber of a narcotic drug within the State. Requires practitioners to register to administer, prescribe, or dispense a controlled substance. Requires the request of patient information by practitioners and practitioner delegates from a central repository. Establishes the Overdose Prevention and Emergency Response Act. Appropriates funds. RELATING TO AGRICULTURAL COMMERCE Proposed HD2: Clarifies legislative intent that agricultural-based commercial operations of bona-fide agricultural operations shall be expressly allowed without undue limitations or restrictions by either land use commission rules or by county ordinances.

RELATING TO EMPLOYMENT SECURITY. Allows the Department of Labor and Industrial Relations to set criteria for independent contractor status and when that status is presumed. Establishes certification procedures. Places the burden of proving an employee-employer relationship on the certified independent contractor if the contractor files an unemployment insurance benefits claim against a customer. RELATING TO THE INTERISLAND HIGH-VOLTAGE ELECTRIC TRANSMISSION CABLE SYSTEM. Removes the authorization granted to the public utilities commission to establish a regulatory structure for the installation and implementation of an interisland high-voltage electric transmission cable system. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony no later than 24 hours prior to the hearing. Persons submitting testimony on the day of the hearing MUST submit 26 copies. Staff will not be able to make copies. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
