RELATING TO IDENTIFICATION CARDS. Requires the examiner of drivers to accept a sworn statement from a victim services organization, an attorney, a member of the clergy, correctional institution staff, a medical or health professional, or a verification letter from a homeless service provider as documentary evidence of a homeless person's address. Requires the Director of Transportation's rules to direct the examiner of drivers to waive all fees for homeless individuals. Establishes a working group to enable homeless individuals in the State to obtain necessary documentary evidence. (SB273 HD2)

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Allocates $ of to the Turtle Bay conservation easement special fund. Authorizes B&F to issue $ in reimbursable general obligation bonds and to use the proceeds to acquire a conservation easement in Turtle Bay, Oahu. Requires B&F to transfer the conservation easement to DLNR. Allocates of $ annually to B&F to reimburse to the state general fund the debt service on the reimbursement general obligation bonds and ongoing expenses related to the bonds. Authorizes the issuance of special purpose revenue bonds up to $45,000,000 to Waimea Nui Community Development Corporation, a private not-for-profit corporation, for the planning, acquisition, and construction of agriculture, renewable energy, and educational facilities. RELATING TO HEALTH INSURANCE. Defines the term "habilitative services" to mean health care services, including but not limited to physical and occupational therapy, speech-language therapy, speech and swallowing therapy, applied behavior analysis, medical equipment, orthotics, and prosthetics, that help a person keep, learn, or improve skills and functioning for daily living. RELATING TO EMPLOYMENT SECURITY. Clarifies Hawaii's employment security law for employee status. Includes 20 factors to be used as guidelines when determining whether an individual could be an employee. Retains the ability of the Department of Labor and Industrial Relations to determine if an individual is an employee. Requires the Director of Labor and Industrial Relations to report to the Legislature prior to the regular session of 2016 regarding guidelines developed by the Unemployment Insurance Coverage Committee. Requires an annual report over the next five years to the Legislature regarding covered employment determinations. (SB1219 HD1)

RELATING TO DISPOSITION OF TAX REVENUES. Establishes maximum dollar amounts that shall be distributed among certain non-general funds from the conveyance tax. Amends the list of non-general funds that receive distributions from the conveyance tax. Appropriates funds to programs removed from the distribution list. (SB1299 HD1)

RELATING TO DIVORCE. Provides statutory authority for the ERS Administrator to make direct payment of benefits to a former spouse of a member pursuant to valid court judgment, order, or decree for divorce. Allows for the ERS Administrator to assess a ten per cent administrative fee. (SB1324 HD1)
