Requires the Director of Transportation's rules to direct the examiner of drivers to waive all fees for homeless individuals. Requires the Director of Labor and Industrial Relations to report to the Legislature prior to the regular session of 2016 regarding guidelines developed by the Unemployment Insurance Coverage Committee.
