RELATING TO PHARMACY BENEFIT MANAGERS.

Establishes requirements for a pharmacy benefit manager that reimburses a contracting pharmacy for a drug on a maximum allowable cost basis.  Requires pharmacy benefit managers to have a clearly defined process for a contracting pharmacy to appeal the maximum allowable cost for a drug on a maximum allowable cost list and establishes requirements for that process.  Takes effect on 7/1/2112.  (SD2)

RELATING TO DOMESTIC VIOLENCE.

Requires the Department of Health (DOH) to conduct reviews of domestic violence fatalities, near-deaths, and suicides.  Authorizes DOH to enter into memoranda of understanding to obtain information relating to near-deaths resulting from intimate partner violence.  Establishes the address confidentiality program to help victims of domestic violence and sexual assault relocate and keep their addresses confidential.  Creates the address confidentiality program surcharge fund.  Appropriates funds for the implementation of the address confidentiality program.  Effective 7/1/2050.  (SD1)

RELATING TO EMPLOYMENT.

Requires the office of the lieutenant governor to work with the department of labor and industrial relations to conduct an actuarial study on the cost of implementing a family leave insurance program that would allow employees to take up to 12 weeks of paid family leave, including after any leave available pursuant to the federal Family and Medical Leave Act is exhausted, and the effect that the leave may have on the existing temporary disability insurance program and prepare a report to the legislature.  Appropriates funds for the study and report.  Provides that service workers shall be authorized to earn and carry over up to 80 hours of paid sick leave.  Effective 7/1/2059.  (SD2)

RELATING TO AGRICULTURE.

Allows public utilities to establish certain discounted utility rates for water, electricity, and freight transport for agricultural activities, subject to PUC approval.  Requires the PUC to define "qualified agricultural activities" and "bona fide agribusinesses".  Takes effect 7/1/2050.  (SD1)

Establishes within the livestock revitalization program a grant program for qualified producers of certain products and feed developers.  Appropriates funds for the feed developer grant program, reimbursements to qualified producers and feed developers for feed cost, assistance to feed developers in the planning and construction of feed mills, and a survey of local feed ingredient sources.  Authorizes the growing of industrial hemp for certain purposes under specified conditions.  Appropriates funds for department of agriculture staff to implement the qualified feed developer grant program and assist in registration of industrial hemp growers and seed testing.  Effective 01/07/2059.  (SD2)

RELATING TO USE OF TOBACCO PRODUCTS AND E-CIGARETTES ON HAWAII HEALTH SYSTEMS CORPORATION PREMISES.

Prohibits the use of tobacco products and electronic smoking devices on premises of the facilities operated by the Hawaii Health Systems Corporation (HHSC).  Requires HHSC to consult with the exclusive representatives of the public sector collective bargaining units.  Effective 7/1/2050.  (SD1)

Clarifies the lieutenant governor's rulemaking authority; authorizes the lieutenant governor to assess and collect fees and administrative fines; establishes a revolving fund into which the fees and administrative fines are to be deposited; clarifies that the lieutenant governor is responsible for the commissioners of deeds program; and increases the surety bond requirement from $1,000 to $10,000.  Effective 1/7/2059.  (SD1)

RELATING TO THE HAWAII HEALTH CONNECTOR.

Enables the Hawaii health connector to offer large group coverage to insurers, beginning January 1, 2017.  Beginning January 1, 2016, ends transitional renewal policies in Hawaii.  Requires health insurers to provide notice to group health plans offering continuation coverage about options to secure affordable coverage under the connector.  Expands the potential small businesses market in the connector by amending the current definition of "small employer" under section 431:2-201.5, Hawaii Revised Statutes.  Effective 07/1/2020.  (SD1)

RELATING TO LABOR.

Requires employers, regardless of whether the employers contract with a professional employer organization, to keep a record of the physical addresses of the employer and the North American Industry Classification System code applicable to the employer.  Requires professional employer organizations to provide the physical address, North American Industry Classification System code, and number of covered employees of each client company to the DLIR.  Requires client companies of a professional employer organization to report and update their physical address and North American Industry Classification System code.  Takes effect on 1/7/2059.  (SD2)
